On the first day of the event at the Vitória Convention Center, ANP director highlights the growth prospects of the oil sector in Espírito Santo

The issue was highlighted by the director of the National Petroleum Agency (ANP), Rodolfo Saboia, who was in the Capital this Tuesday (2) for the opening of the Vitória Petro Show, at the Vitória Convention Center. According to him, the State currently has production of 215 thousand barrels per day.

The director recalled that the growth in production is reflected in more resources for the State and municipalities, as the forecast is also for growth in the transfer of royalties and special participations, after a drop recorded last year.

For 2024, the forecast is R$728 million for Espírito Santo and R$806 million for municipalities in royalty transfers. In 2025, the value rises to R$854 million for the State and R$941 million for the cities, reaching R$1 billion and R$1.1 billion, respectively, in 2026.

Special participations should total R$930 million in 2024 for the State and R$232 million for producing municipalities. It could reach R$2.2 billion and R$556 million, respectively, in 2026.

By the end of June, the concession contract for 10 blocks auctioned in the ANP’s last permanent offer auction is expected to be signed to begin operations. The bidder was the company Elysian, a newcomer to the market. “The company has already met all the requirements and requirements of the agency to be able, in fact, to sign and start work as soon as possible”, says Saboia.

The director also stated that there are 36 blocks on land awaiting a response from the environmental agency (State Environmental Institute) so they can be included in the ANP’s next permanent offer. There will also be the possibility of six areas on land of marginal accumulations in the Northern region of the State, which are fields that were returned and already have a structure and require less investment to start production.

“This scenario is very promising for the State’s production as a whole. Not only those that are already in development to start producing, but what the immediate future holds with new acquisitions in the last auction and with future possibilities in the next auctions”, details Savoy.

Gas market and energy transition

Regarding the state’s gas market scenario, Saboia highlights that fuel is an asset that Brazil has been failing to take advantage of. “It represents the majority of pre-salt production and companies are reinjecting to prioritize oil production. But the government’s policy is to try to improve the monetization of the gas molecule in some way”, he highlights.

Saboia states that the agency, within its limits, has been looking for ways to encourage the development of this infrastructure, which is expensive. “It is always necessary to look for tools that allow flexibility in gas supply, which is extremely important, because, if you don’t have demand at the moment, you need to manage the production you are generating, developing instruments that allow flexibility, such as storage underground gas”, he recalls.
