With a focus on making more and better deliveries to the population, Mato Grosso do Sul saw a 227% increase in state public investments in the last three years, going from R$996 million in 2020 to the R$3.2 billion mark in the year past. This places the State well above the national average, when evaluating per capita investment (per inhabitant). The information appears in the Transparent Treasury Data and in the RREOs (Budget Execution Summary Report) of the states published in 2024.

It is these resources that have the capacity to improve citizens’ lives. This is what happened to Daiene Ribeiro, resident of Brasilândia. She was one of the beneficiaries of the “Lote Urbanizado” program. Daiene gained the land and base of the residence, to build her own house.

“This action by the State Government helped me a lot, as it is the realization of a dream, which is to have my own home. I come from Cornélio Procópio in Paraná and have lived in the state for 19 years. He was paying rent and now my life is going to change. My house is already in the final stages of construction,” he said.

With government support, Daiene is building her house

She will live in the residence with her husband and 11-year-old daughter. “They told me about the program (Urbanized Lot), I registered and was immediately included. Last year I won the lot and have already started building. This support from the State was very important for my family.”

This positive scenario was constructed by the State Government with a series of actions in public management, including carrying out structural reforms (pension and administrative), tax changes, cost containment and promotion of a good business environment, which allowed the diversification of production chains and attracting R$76 billion in private investment in the last 10 years, R$17 billion last year alone.

Above average

Another national highlight is the State’s per capita public investments. In this context, it is assessed how much the Government invests per inhabitant. In 2023, this represented R$1,183.86 for each citizen of Mato Grosso do Sul, which also shows a growth of 227% compared to 2020, when the value was R$361.43 (per person).

“The State did its homework, promoted reforms, built a good business environment, attracted billion-dollar private investments and thus generated the capacity to make public investments, being one of the states that invests the most per inhabitant in Brazil. This means that the public budget is not being consumed just to cover costs, but to improve people’s lives”, stated Governor Eduardo Riedel.

“This allows the State to generate competitiveness for business, guarantee quality infrastructure, in works on highways, houses, schools, hospitals, police stations, housing, providing the necessary support for the State’s growth. We are investing 15% to 17% of our current net revenue, well above the national average of 2% to 3%”, he added.

Great works

With the conditions to carry out public investments, the State Government is promoting major works in different sectors. In infrastructure and logistics, the highlights are paving that will connect regions, boost the regional economy and shorten paths for the flow of production, tourism and development.

Among them is the new connection between Ribas do Rio Pardo and Camapuã, with asphalt on the MS-357 and MS-338 highways, which together cost more than R$300 million. This region is the new global pulp hub, with the construction of the Suzano factory in Mato Grosso do Sul.

To promote regional tourism, the paving of 100 kilometers of MS-345, known as “Estrada do 21”, is also in its final phase, which will shorten the route from Campo Grande to Bonito by up to 40 kilometers, following through the city of Anastácio. There are four work fronts, with new bridges, drainage and even tunnels for animals to pass through.

In favor of economic development, the Government promotes the integration of the South-Border Route, which passes through several state highways (MS-165, MS-384, MS-164), and will connect Antônio João to Mundo Novo, bordering Paraguay and passing through by the municipalities of Ponta Porã, Aral Moreira, Coronel Sapucaia, Paranhos, Sete Quedas, Japorã and Mundo Novo. The entire connection is around 400 kilometers long.

Housing and social

Another focus is the billion-dollar investment in urban infrastructure works in the 79 cities of the State, with the aim of paving public roads in the municipalities and thus guaranteeing a better quality of life for the population, which will get rid of dust and mud on rainy days. The new works were agreed with the mayors and councilors.

In the area of ​​housing, the State continues with important programs, including the “Housing Bonus”, which helps citizens finance their own home, paying the down payment on the property, in subsidies of up to R$25 thousand. The initiative will serve up to 2,200 families. This has always been one of the obstacles (entry fee) in accessing housing from the private sector.

The “Urbanized Lot” projects also continue, where the State grants the land and hands over the base of the house for the future resident to build. There is also the resumption of the “Minha Casa, Minha Vida” program, in partnership with the Union, where Mato Grosso do Sul was the first state included in the return of the program.

And it’s not just investments in works. In the social area, two programs are protagonists, including “Mais Social”, where the State transfers R$450.00 per month to vulnerable families, through a social card. And “Social Energy – Zero Light Account”, where the Government pays the energy bill for families with monthly consumption of up to 220 kWh.

Public investments also remain strong in essential areas, such as education with school renovations and expansion of comprehensive education, regionalization of public health, with better structures to serve the population, as well as public policies for security, sanitation, sports, culture and leisure .
