The counselors of the Court of Auditors of the State of Amazonas (TCE-AM) judged the rendering of accounts for the 2022 financial year of the Uarini City Council to be irregular and determined that Juci Paula Góes de Araújo, then president of the Legislature, return to the public coffers R $50,000 for unresolved irregularities. The decision was handed down this Tuesday morning (02), during the 10th Ordinary Session of the Full Court.

Led by the president of the Court of Auditors, counselor Yara Amazônia Lins, the session was broadcast live through the TCE’s social networks, such as YouTube and Facebook.

In his leading vote, counselor Érico Desterro highlighted the existence of companies contracting for the acquisition of cleaning material and graphic material carried out with no justification for such contracts, as well as without documentation relating to the economic-financial qualification that would prove the capacity of the contracted, in addition to the lack of designation of an employee to act as inspector of the contract, proof of payment by the contractors that ensured compliance with labor and social security obligations and lack of manifestation of internal control.

Still in his vote, the rapporteur pointed out the presence of contracting of media services with registration on social networks and a steering wheel carried out with no indication of the resource for expenditure and proof of the existence of budgetary resources forecast that would ensure the payment of obligations to be undertaken in the financial year, the lack of an act designating a civil servant as inspector, as well as the lack of proof of payment from the contracted company that attested to the application of labor and social security obligations, the lack of a Municipal Collection Document (DAM) referring to service expenses and non-manifestation of internal control.

The rapporteur also detected the rental of a vehicle carried out without a summarized publication of the contract, the absence of a term of reference approved by the competent authority and the failure to present proof of payment by the contractor that affirmed compliance with labor and social security obligations, in addition, these were identified. the lack of a Municipal Collection Document (DAM) relating to service expenses, the non-existence of the act of designating a server to act as inspector of the contract, in addition to the absence of documents proving the acquisition of the service.

As a result, counselor Érico Desterro determined a fine of R$50,000 due to unresolved irregularities, setting a deadline of 30 days for the person responsible to collect the amounts or appeal the decision of the Full Court.

In total, 39 cases were considered during the 10th Session, including 11 financial statements; 11 resources; seven representations; three motions for clarification; three inspections of management acts; in addition to two operational audits, an annual accounting and a report.

Counselors Júlio Pinheiro and Josué Cláudio de Souza also participated, as well as auditors Mário Filho, Alípio Reis Firmo Filho, Luiz Henrique Mendes and Alber Furtado. Representing the Public Accounting Ministry, the accounting attorney, Evanildo Santana, participated.

The president of TCE-AM, Yara Amazônia Lins, called the next session for April 9, starting at 10 am.
