The counselors of the Court of Auditors of Amazonas (TCE-AM) disapproved the 2019 accounts of the Municipal Department of Public Cleaning (Semulsp) and determined that the then secretary, Paulo Ricardo Rocha Farias, return R$ 34.1 to the public coffers thousand in fines.

Delivered this Tuesday morning (23), during the 13th Ordinary Session of the Full Court, the unanimous decision followed a vote proposal by the auditor-rapporteur of the process, Luiz Henrique Mendes, who identified irregularities such as the absence of disposition control spreadsheets in the Manaus Landfill; absence of income tax declarations from employees in commissioned positions, in addition to payments of amendments to two contracts without a bidding process.

The manager has 30 days to pay the amounts due, or to appeal the decision of the Full Court.

Still during the session, the councilors unanimously judged the accounts relating to the 2022 financial year of the Humaitá Municipal Health Fund to be irregular, with a fine totaling R$34,400 being imposed on the then responsible manager, Sara dos Santos Rica, with R$ 20.4 thousand referring to twelve months of delays in the insertion of the Fund’s accounting data with the TCE-AM. Another R$14,000 in fines is linked to the absence of documents proving the frequency control of employees commissioned with the body.

In total, 63 cases were considered during this Tuesday’s session, including 24 representations; 16 annual financial statements; eleven resources; four agreement account takings; four installments of agreement accounts; two embargoes for clarification, in addition to one pending admission of personnel and one complaint.

The session was broadcast live via the Amazonian Court of Auditors’ social networks, including Facebook, Instagram and YouTube.

Led by acting advisor-president Fabian Barbosa, the session was attended by advisors Érico Desterro, Josué Cláudio Neto, Júlio Pinheiro, as well as auditors Luiz Henrique Mendes, Alípio Firmo Filho and Mário Filho. Attorney General Fernanda Cantanhede represented the Public Ministry of Accounts (MPC).

The next session was called for April 29th, next Monday, from 10 am.
