On the initiative of deputy Gugu Nader (Agir), the House of Laws received app drivers from the State of Goiás on the morning of Wednesday, 3rd. The workers were at the House to participate in a public hearing and debate the complementary bill no. 12/24 which regulates the work of app drivers to transport passengers. The proposal was sent by the federal government to the National Congress.

In addition to the deputy, the working table was made up of councilor Leo José; president of the Association of APP Workers of the State of Goiás (Astago), Pedro Junior; president of the Private Passenger Transport Cooperative, Marcelo Conrado; representative of Uber app drivers, Lucas Rafael Dias and artist Cleitin Mil Graus.

At the hearing, the legislator said that it is important for public authorities and state and federal deputies and senators to get involved in this cause of app drivers. “Bill 12/24 will cause a huge loss in the income of these professionals. Therefore, from this public hearing we will produce an official draft that will be forwarded to the National Congress showing what we want”, he stated.

The deputy also emphasized that a parliamentary front will be created in defense of app drivers. “We will seek state benefits for this category, such as the IPVA discount on the purchase of a new car. Furthermore, we will work alongside these workers because it is a profession that is here to stay”, he pointed out.

The councilor for Goiânia, Leo José (no party) commented on the importance of the professionals’ work and said that the City Council has legislative processes underway with the aim of approving benefits for the category.

In turn, the president of the Association of APP Workers of the State of Goiás (Astago) said that incentives are needed for workers. “We need incentives like in Brasília where there is an exemption from IPVA for electric cars, as we know that the app driver spends on fuel. Identification from the City of Goiânia is also required for app delivery people. Deliverers of both motorbikes and cars must be regulated. Furthermore, we need specific laws aimed at people with physical disabilities who use app transport, as due to the lack of sufficient cars and necessary incentives they end up penalized without the service”, he highlighted.

The president of the Private Passenger Transport Cooperative, Marcelo Conrado spoke about an application in which the driver sets the price of the ride. “This app allows professionals not to be exploited, we at the cooperative created the application called Daqui and we are promoting it to professionals and users so that everyone can use the application which has benefits for drivers and users alike”, he highlighted .

Representing the Uber app driver, Lucas Dias said that bill no. 12/24 is completely wrong, according to him. “There’s everything the driver doesn’t want. We need to overturn this constitutional urgency so that this project is not approved. I suggest that everyone seek to know about bill no. 536/24 authored by deputy Daniel Agrobom (PL/GO) which proposes that R$ 1.80 per kilometer and 40 cents per minute be paid”, he emphasized.

Other drivers and delivery people also had a voice at the hearing and presented their main demands. The representative of drivers for the 99POP app, Luiz Paulo Pereira, highlighted that if the bill is approved it will be unfeasible to work as an app driver. “We were not heard, the Government only listened to the platforms and the unions. They created a project just to harm drivers.”

After listening to the professionals’ scores, Gugu Nader stated that everything will be recorded and also said that on the afternoon of this Wednesday, the 3rd, he will meet with the vice-president of Brazil Geraldo Alckmin (PSB) and take the demands and notes of repudiation in relation to the bill currently being processed. “We will also present a proposal to the Legislative Assembly with the aim of regulating the profession of app drivers”, he concluded.
