Congress wants to “tie up” resources so as not to leave them free for the government

By Denise Rothenburg — The days of the victorious government’s argument in the Federal Supreme Court about payroll tax relief not having predictable resources are numbered. The trend now in Parliament is to link all appropriations from now on. DPVAT alone, the mandatory vehicle insurance to be voted on this week in the Senate, would guarantee R$15 billion. The parliamentarians’ idea is not to leave resources free to the Executive Branch, but rather to link everything possible to what is agreed between the leaders.

In time: If fashion catches on, all the efforts made in the past to delink Union revenues will go down the drain in the blink of an eye, or better yet, with the push of a button in the plenary sessions of the Chamber and the Senate.

Parliamentarians in charge

Deputies complain that not even the 2023 health funds have been fully released. There is, for example, R$60 million left in amendments that have not yet been paid. Either the government pays these and others by next week, or the 9th of May in the plenary will be a defeat for the
Executive power.

What creates uncertainty

At the same time that parliamentarians and the government fight for the right to say what to do with public money, investors abroad are demanding spending cuts and attention to fiscal issues, something that Lula has vehemently criticized. There’s just one problem: if investors flee because of the growth in public debt, it will be difficult for the government to promote the dreamed economic and social development.

Until the October election, the centrist parties in government will remain more restrained in their criticism of the Executive Branch. But, if inflation rises — hampering the population’s purchasing power in supermarkets — the raids will soon begin on the platforms.
