Mapa (Ministry of Agriculture and Livestock) recognized another 16 states and the Federal District as an area free of foot-and-mouth disease in cattle without vaccination. An ordinance published in the Official Gazette of the Union this Monday, 25th, nationally recognizes the states of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais as free from foot-and-mouth disease without vaccination. , Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.

They join the states of Santa Catarina, Paraná, Rio Grande do Sul, Acre, Rondônia and parts of Amazonas and Mato Grosso, which already had international recognition as a foot-and-mouth disease-free zone without vaccination by the WHO (World Organization for Animal Health). .

The ordinance also prohibits the storage, sale and use of foot-and-mouth disease vaccines in the 16 states and the DF from now on. Both vaccination and storage of the vaccine may be used with authorization from the Department of Animal Health of the Secretariat of Agricultural Defense of the Ministry of Agriculture and Livestock.

MAPA ORDINANCE No. 665, OF MARCH 21, 2024

Nationally recognizes as free from foot-and-mouth disease without vaccination the States of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe , Tocantins and the Federal District; regulates the storage, marketing and use of the foot-and-mouth disease vaccine and regulates the movement of animals vaccinated against foot-and-mouth disease.

THE MINISTER OF STATE FOR AGRICULTURE AND LIVESTOCK, in the use of the powers conferred on him by art. 87, sole paragraph, item II, of the Constitution, and in view of the provisions of Decree No. 24,548, of July 3, 1934, in Decree No. 5,741, of March 30, 2006, and what appears in Process No. 21000.004376/ 2024-49, resolves:

Art. 1 Nationally recognize as free from foot-and-mouth disease without vaccination the States of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.

Art. 2 Prohibit the storage, commercialization and use of vaccines against foot-and-mouth disease in the States of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.

§ 1 The vaccine may be used with authorization from the Department of Animal Health of the Secretariat of Agricultural Defense of the Ministry of Agriculture and Livestock.

§ 2 The storage and sale of vaccines against foot-and-mouth disease may be permitted, subject to authorization from the Official Veterinary Service (SVO), in the respective States and the Federal District, in the following situations:

I – in laboratories that produce vaccines against foot-and-mouth disease;

II – in places where foot-and-mouth disease vaccines are stored and stocked; It is

III – in commercial establishments that trade vaccines against foot-and-mouth disease with other Federation Units that carry out regular vaccination of cattle and buffaloes.

Art. 3 The entry and incorporation of animals vaccinated against foot-and-mouth disease is prohibited in the States of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.

§ 1º The transit of vaccinated animals, destined for other Federation Units (UF) with transit through the states and regions described in the caput, must occur via routes previously established by the Official Veterinary Service.

§ 2 Vaccinated cattle and buffaloes, coming from areas free from foot-and-mouth disease with vaccination and entering through places authorized by the Official Veterinary Services of the respective States listed in the caput, are exempt from the prohibition established in the caput in the following situations:

I – intended directly for slaughter, when:

a) transported in vehicles sealed by the Official Veterinary Service or by a veterinarian authorized by the Official Veterinary Service to issue an Animal Transit Guide; It is

b) sent directly to a slaughter establishment with official inspection;

II – intended for export, when:

a) sent directly to a Pre-Boarding Establishment authorized by the Official Veterinary Service and, from there, to the place of departure from the country; It is

b) animals not exported, due to non-compliance with the requirements of the importing country or any other reason, must go directly to slaughter in an establishment authorized and supervised by the Official Veterinary Service.

Art. 4 The entry and incorporation of cattle and buffaloes in the states, municipalities and part of municipalities that make up the areas recognized by the World Organization for Animal Health (OMSA) as free from foot-and-mouth disease without vaccination from the States of Amapá, Amazonas, Bahia, Espírito Santo, Goiás, Maranhão, Mato Grosso, Mato Grosso do Sul, Minas Gerais, Pará, Piauí, Rio de Janeiro, Roraima, São Paulo, Sergipe, Tocantins and the Federal District.

§ 1 The prohibition will remain in force until the OMSA grants recognition of the sanitary status of free from foot-and-mouth disease without vaccination to the aforementioned States.

§ 2 The prohibition established in the caput excludes cattle and buffaloes from the states of Mato Grosso and Amazonas from regions recognized as free from foot-and-mouth disease without vaccination before the OMSA.

Art. 5 The following are revoked:

I – MAPA Ordinance No. 574, of March 31, 2023, published in the Official Gazette of the Union of April 3, 2023, Edition No. 64, Section 1; It is

II – art. 3 of MAPA Normative Instruction No. 52, of October 1, 2018, published in the Official Gazette of the Union of October 8, 2018, Edition 194, Section 1.

Art. 6 This Ordinance comes into force from May 2, 2024.
