From Twitter/X by Luiz Inácio Lula da Silva, about 15 minutes ago: I sanctioned the bill that creates the legal framework for the electronic games industry. With this, principles and guidelines for the economic sustainability of the sector will be established, including the interaction of electronic games with specific legislation in the cultural sector, tax incentives extended to the segment and guidelines for the protection of children and adolescents.
PL 2796, called the Games Legal Framework, regulates the manufacturing, import, commercialization, development and commercial use of games, in addition to presenting measures to encourage the business environment and increase the supply of capital for investments in the sector. , seeking to create more jobs.
The new framework defines electronic games as computer programs with graphic and audiovisual elements for entertainment purposes, in which the user can control the action and interact with the interface. The project recognizes games as culture, formalizing the incentives of laws such as Rouanet, Paulo Gustavo and Aldir Blanc.
The PL was based on ideals thought in the Lula Play booklet, delivered to the President of the Republic during his campaign, in 2022, and the founding stone of the Progressive Games Network, RPG, which Game Drops is part. The project excluded fantasy games and disguised betting, and was supported by academics, Instituto Alana (children’s rights), regional associations of game developers, such as RING (Rio de Janeiro), in addition to ABRAGAMES.
