New decree allows the entry of goods and benefited products to occur through other States until June 8

Land imports coming from Paraguay and any other Mercosur country to Santa Catarina with tax incentives will not need to enter through Dionsio Cerqueira until June 8th. The measure was defined by governor Jorginho Mello in a decree published in the Official State Gazette this Tuesday, 7th, which extends the effects of the flexibility announced in February.

In practice, the update of the rule keeps Paraguay among the exceptions and allows the entry of goods and benefited products to occur through other States for another month. The extension responds to requests from businesspeople, importers and the concessionaire that operates the Dionsio Cerqueira dry port.

“The new decree brings more peace of mind to the sectors directly involved in land imports in Santa Catarina. We observed the reflections of the period in which passage through Dionsio Cerqueira became mandatory and we are considering all available information in the construction of a definitive solution. This forwarding has the participation of the Legislature, the productive sector and interested representative entities. Governor Jorginho Mello created a task force precisely to seek the best possible alternative”, highlights the Secretary of State for Finance, Cleverson Siewert.


Change in legislation- Since January 1, 2024, passage through Dionsio Cerqueira has become mandatory in compliance with State Law 17,762/2019, approved by the Legislative Assembly in 2019. With the change in law, the waiting time for the release of imports through the Far West has passed. to be greater, causing congestion and slowdowns.

Given the situation and in response to requests from businesspeople, importers and the concessionaire that operates the Dionsio Cerqueira dry port, the State Government included Paraguay among the exceptions, following the example of what the state legislation already provides in relation to Uruguay (Measure Provisional 262/2024). The provisional measure in question was extended in an Act of the Legislative Assembly Board for another 60 days (published in the Official Gazette on April 10th).

There was also the publication of Decree 474/2024, which allowed the entry of goods and benefited products to occur through other States, within a period of three months, between February 9, 2024 and May 9, 2024. The deadline was extended with the publication of the new decree this Tuesday.


Land imports- Land imports in SC are responsible for 7% of the volume moved in the State. Between January and March 2024, with the new legislation in force, this movement fell to 4.8% compared to the same period last year. This corresponds to a loss of around R$40 million in revenue, confirming the projections presented at the end of last year, on the eve of the start of operations at the Dionsio Cerqueira dry port.
