Next Monday (13), with the meeting Mobilizes Aldir Blancthe Secretariat of Culture (Secult) begins the cycle of public listening aimed at implementing the Aldir Blanc National Policy for Promoting Culture (PNAB) in Espírito Santo. Broadcast live on Secult’s YouTube channel, the event takes place from 6pm to 9pm, at Casa da Música Sônia Cabral, in the center of Vitória.

The action runs from the 14th to the 27th of May, with the 5th Itinerant Culture Cabinet. During this period, Secult travels around the state promoting a series of meetings in several municipalities in Espírito Santo. The objective is to mobilize the entire population, especially culture makers and cultural managers, promoting active listening in order to understand their demands and proposals, encouraging debate for the collective construction of public policies.

In addition to face-to-face meetings, a online public consultation begins this Wednesday (08), in order to receive suggestions and demands from artists, producers, managers, among other cultural professionals. To participate, simply access THIS LINK. The form is open until May 28th.

Another important topic on the agenda of this series of meetings concerns the resumption of National Living Culture Policy (PNCV), whose objective is to recognize and enhance groups and cultural agents that already exist in the country’s territories and communities. Of the PNAB’s total resources, the State is obliged to invest at least 10% in actions linked to the PNCV.

“With the Aldir Blanc National Policy, we take a significant step towards a decentralized, sustainable and very well-structured culture financing system. It is not just emergency aid, as the Aldir Blanc and Paulo Gustavo laws were. We are now talking about a continuous commitment, which results in a robust volume of investment for the next five years. This gives more impetus to the execution of public policies, with more scope and effectiveness, multiplying opportunities, reaching all people who make a living from culture and promoting greater access to art and cultural expressions for our population”, highlights the Secretary of State of Culture, Fabricio Noronha.

According to the Undersecretary of State for Cultural Policies, Carolina Ruas, the demands and proposals presented in this cycle of listening will serve to support the construction of the Annual Resource Application Plan (PAAR). “This is the document that will guide the application of PNAB resources by Secult”, she highlights.

About PNAB

The Aldir Blanc National Policy for Promoting Culture (PNAB), the largest and most structuring cultural policy in the history of Brazil, will guarantee by 2027 the investment of R$ 15 billion in cultural actions and projects throughout the national territory – R$ 3 billion per year, starting in 2023.

Of these total resources, Espírito Santo is entitled to R$58.3 million – with R$30,344,346.79 going to the State and R$27,979,693.24 to the municipalities. With these resources, public actions can be implemented through notices and calls, directly benefiting cultural workers, entities, individuals and legal entities that work in the production, dissemination, promotion, preservation and acquisition of artistic and cultural goods, products or services, including material and intangible cultural heritage.

About Cultura Viva

Established by Law No. 13,018/2014, the National Policy for Living Culture (PNCV) is the community-based policy of the National Culture System (SNC). It was created in 2004 with the aim of recognizing and enhancing groups and cultural agents that already exist in the country’s territories and communities – aiming to build cultural citizenship, as awareness of the right to have rights.
