In recent years, Santa Catarina has had 23 mayors arrested in operations carried out by the Public Ministry (MP-SC) and the Civil Police. The MP-SC alone, through the Special Anti-Corruption Group (Geac), a branch of Gaeco, made 21 arrests. Coordinating the state body is prosecutor Marina Modesto Rebelo, who is responsible for the work carried out in different regions in recent years. It is responsible for the main decisions regarding the direction of repercussion investigations, such as operation Mensageiro.

In this investigation alone, 17 municipal chief executives have been detained since the end of 2022. Three others were arrested in the Et Patter Fillium operation, which later gave rise to Mensageiro. Geac also arrested another mayor in recent years in a separate operation, in Barra Velha.
The column found that Marina plays a fundamental role in the actions. In plea agreements concluded during operations, the prosecutor participates in the depositions. Behind the scenes, she is known for the line in which she operates. Before arriving at Geac, she was in a prosecutor’s office in the Capital.
In addition to the prosecutor, other prosecutors are part of the work involving investigations of mayors in Santa Catarina. It is coordinated by prosecutor Durval Amorim. Before him, the role was held by the current Attorney General of Justice, Fábio de Souza Trajano.
