The proposal is an amendment to the National Congress Bill (PLN 4/24) that proposes changes to the Budget Guidelines Law of 2024. The rule provides that the release focuses on amendments prepared in the “special transfer” modality, which are allocated to city halls, without the need for agreements.

“The large volume of rain has caused damage and fatalities, with roadblocks, landslides, flooding in cities and destruction of bridges, roads and houses”, explained deputy Marcon (PT-RS), who signed the amendment together with plus 11 parliamentarians.

The postponement of the vote occurred because the project rapporteur, deputy AJ Albuquerque (PP-CE), was unable to attend the collegiate meeting.

One of the points that should be debated is an amendment that deletes an article from the Budget Guidelines Law (LDO) that determines the requirement that borrowers in public financial institutions have established integrity and compliance policies.

The author of the amendment, deputy Carlos Zarattini (PT-SP), justified the suppression with the argument that the initiative has created bureaucratic obstacles to credit operations necessary to sustain the country’s economic activity, to the detriment of maintaining and creating jobs.

“This amendment is important because we need to release several PAC contracts [Programa de Aceleração do Crescimento]. This requirement, which only appears in the LDO and does not appear in any other law in Brazil, is important. However, we need to give companies and city halls time to adapt,” he said. “It is important to approve this project, which will allow a lot of financing to go ahead. And this is important in a year in which a lot of investment will be needed in the country,” he added.

Opposing the suppression, deputy Claudio Cajado (PP-BA) said he would wait for the rapporteur to debate the matter. “I think this amendment is a huge step backwards. I will wait to talk to the rapporteur, deputy AJ”, stated Cajado.

PLN 4/24 amends the LDO to provide, among other points, that the Executive will support the strengthening of mental health actions aimed at caring for people with autism spectrum disorder, including the structuring and funding of public health equipment that meets this need. purpose, as long as they are supported by a decision of the Tripartite Intermanagers Commission of the Unified Health System (SUS).

The project prevents the Federal Budget Secretary from changing, by his own act, the primary result (RP) classifier of subtitles contained in the Budget Law and additional credits, to adapt the programming to execution needs, preserving the subtitles created or the values ​​added by parliamentary amendments in RP 6 (individual), 7 (bench imposition) and 8 (committee).
