The state governor, Renato Casagrande, participated, this Monday (06), in the launch of the new agricultural research notice of the Agricultural Research, Extension, Development and Innovation Incentive Program (Inovagro). This is an action by the State Government, through the Secretariat of Agriculture, Supply, Aquaculture and Fisheries (Seag) in partnership with the Espírito Santo Research and Innovation Support Foundation (Fapes). It is estimated that 30 to 40 projects will be contracted, with a total investment of R$10 million.

Inovagro’s main objective is to subsidize the development, socialization, implementation, evaluation and monitoring of strategic public policies in the State of Espírito Santo in the field of agriculture. Created in 2023, Inovagro’s first contracting cycle took place this year, with 12 projects, six of which were extension projects, five research projects focused on coffee farming and another public policy monitoring project. At the time, R$7.8 million were invested.

This was the largest volume of resources in the history of Espírito Santo, and also one of the most relevant in the country, destined for this purpose. Inovagro’s total contribution in 2023 and 2024 reached R$18 million.

“Investing in research and technology to innovate means being prepared to face challenges in the field, providing opportunities for the development of effective strategies to deal with processes in rural areas. The application of new technologies guarantees a competitive advantage, with the benefit of increasing productivity, reducing costs and improving the quality of the final product. This is to promote and support social and economic progress, in addition to improving people’s quality of life”, highlighted the Secretary of State for Agriculture, Enio Bergoli.

In his speech, Governor Renato Casagrande recalled the consequences of the heavy rains that hit Espírito Santo and the country in recent years, as well as the importance of research for sustainable rural development. “What we are doing here is facing what is happening in the world. We faced heavy rains at the beginning of this year in 13 municipalities, in 2020 in the Iconha region and before in 2013. We have to invest in new technologies, including in the field, to take us on the path to decarbonization. This way we take better care of the planet and we are going in the opposite direction to what we have taken to date, which has led to the occurrence of extreme weather events more and more frequently”, he pointed out.

Inovagro Agricultural Research Notice 2024

The research notice presented meets a recurring demand from researchers in the segment, due to the long period without notices. This time lag makes it difficult to maintain research networks and develop new technologies for rural areas and fishing. Thus, in 2023, the design of the notice began together with Fapes in order to meet the demands of the sector.

The notice foresees resources of R$ 10 million reais to be invested in network applied research projects. It is estimated that 30 to 40 projects will be contracted, with each project potentially reaching R$315,000 in investments. Research networks must necessarily be coordinated by a server from the Capixaba Institute for Research, Technical Assistance and Rural Extension (Incaper), and may include between three and six research projects

The resources were divided into five major themes that cover: coffee farming with an allocation of R$ 2.5 million; fruit and vegetable farming with R$ 1.5 million; spices (black pepper, rose and ginger) with R$1.5 million; transversal themes (irrigation, agroecology, regenerative agriculture, biotechnology, bioinputs and decarbonization) with R$2 million; other themes (animal production, aquaculture, fishing, forestry, rubber farming, food crops, forestry, non-conventional food plants) with R$2.5 million.

The notice provides for assessment of technical-scientific merit and strategic analysis, which involves the adherence of projects to the Espírito Santo Agricultural Development Strategic Plan (PEDEAG 4) and, consequently, to the demands of the agricultural and fishing sector today. Registration will open on May 10, 2024, through the Fapes portal (SIGFAPES) and will close on June 19, 2024.

“Fapes is pleased to announce the launch of another research notice. It is the result of a partnership with Seag that has existed for almost ten years and has already invested more than R$40 million in promoting agriculture in Espírito Santo. Now, with this new notice, an additional R$10 million will be used to support scientific research and innovation projects on topics linked to plant and animal production, and cross-cutting themes that address the mitigation of challenges facing agriculture and the environment in Espírito Santo” , said the director-president of the Espírito Santo Research and Innovation Support Foundation, Rodrigo Varejão.
