Tocantins News – The State Audit Court (TCE-TO) summoned, via letter, the mayors and councils of 26 municipalities to send the Court information or projects relating to events planned for the months of June, July and August this year.
The letter is signed by the counselor Alberto Sevilha and was published in the TCE-TO Official Bulletin this Thursday (2/5). The objective is to monitor the correct application of public resources.
Information must be sent by May 20th containing data on the financial impact of the events; viability study; total amounts relating to expenses; projection, in statistical numbers, of direct and indirect employment/income generation; investments made in essential services; specification of the source of funds used to cover such expenses; any other information that demonstrates the financial/economic viability of holding the event.
Failure to comply with the determination may result in the imposition of a fine for withholding information, warns the TCE.
Based on the data, the TCE will assess whether municipal managers are guaranteeing basic services to the population before promoting parties and events.
Events at this time of year
In the letter, Alberto Sevilha mentions that, for the most part, municipalities in Tocantins have the Municipal Participation Fund (FPM) as the main source of revenue and that public resources are finite, hence the importance of correct application.
It also considers the fact that it is a tradition in Tocantins to hold the beach season between the months of June, July and August, in addition to promoting religious events, festivities, city anniversary celebrations and exhibitions related to agriculture.
“Considering that part of these events, if not all of them, rely on public funds for collaboration or full execution, it is important to emphasize to managers that, even though they promote leisure for the population, it is necessary to pay attention to effective viability, given the capacity financial situation of the municipality and the basic needs of the local population, such as health, safety, education and sanitary quality”stressed the counselor.
Another detail mentioned is that several municipalities in Tocantins have not reached the minimum rates of mandatory investments in health and education, leaving the population unassisted by essential basic services.
