Government of Sergipe receives recognition award for innovation in public policies

3rd place was achieved with the project ‘ELPP Framework: good practices and results of the legislative elaboration of public policies in the State of Sergipe’

The Government of Sergipe was awarded the 4th Conexão Inova Award, in 3rd place in the ‘Innovation for Public Organizations’ category, during the Convergência 2024 event, in São Luís, Maranhão. The recognition was granted by the project of the Special Superintendency of Legislative Acts (Superlegis) of the Special Government Secretariat (Segov), entitled ‘ELPP Framework: good practices and results of the legislative elaboration of public policies in the State of Sergipe’.

This project theoretically systematizes the good practices adopted by Superlegis/Segov, especially in the legislative development of public policies. In total, 15 programs have already been implemented with the technical support of this approach, resulting in greater institutional and legal stability for government programs.

The Special Secretary of Government, Cristiano Barreto, praised the commitment and exceptional performance of the Superlegis team. “Working on good practices and results in the legislative development of public policies is extremely important, as it integrates a set of projects designed, planned and executed with a primary focus on people. Superlegis is evidence that promising ideas can be translated into important initiatives. Recognitions like this award are of enormous relevance to our state, as they make us stand out throughout Brazil, highlighting the pioneering experiences developed in the Superintendency”, he said.

According to one of the creators of this project and representative at the event, the specialist in public policies and government management Thiago Menezes, Sergipe’s public policies stand out for their very low rate of judicialization and legislative review, compared to other institutions, including the Union Federal. “In addition to being recognized for the award, the Government of Sergipe had the opportunity to share the Framework’s good practices, highlighting its potential replicability and adaptability in any state in Brazil”, highlighted Thiago.

The event also provided reflections on how innovation in the public sector goes beyond mere technology, emphasizing the importance of resources, people, structured processes and support from political leaders for the effectiveness of public policies. This recognition reinforces the importance of legislation as a necessary and critical condition for the success of public policies in Brazil.
