RS will have a ‘War Budget’ PEC for reconstruction, indicates Lula

President Luiz Inácio Lula da Silva (PT) returned to Rio Grande do Sul, this Sunday (5/5), and reinforced that there will be no shortage of resources for assistance and reconstruction of the state. However, Lula warned that resources should only be applied to combating the effects of the climate tragedy in the state.

“There will be no impediment from bureaucracy for us to recover the grandeur of this state”, promised the president. “Sometimes we give money and the works don’t happen, that’s why we need to have a perfect combination between the federal government, the Legislative Branch, the Court of Auditors, the Public Ministry, because every penny that is put in to combat this, it cannot be diverted, it has to be placed where it is intended”, he stated.

Speaking about migrants from Rio Grande do Sul who developed agribusiness in other regions, Lula pointed out that the country owes a debt to the Rio Grande do Sul state. “We owe a lot to Rio Grande do Sul, especially in the development of its agriculture. I want to say that what we are doing is giving Rio Grande do Sul what it deserves. It has always helped Brazil, I think it’s time of Brazil to help Rio Grande do Sul”.

With the presence in the delegation of the presidents of the Senate, Rodrigo Pacheco (PSD-MG), of the Chamber, Arthur Lira (PP-AL), and of the Federal Audit Court (TCU), Bruno Dantas, in addition to the vice-president of the Supreme , Minister Edson Fachin, Lula said he needed to show the destruction of the state to raise awareness among the other powers.

“I put all of them (presidents of the Powers), in my helicopter, together with me, coming here, so that we could have a vision of the meaning of this flood, together with the governor (Eduardo Leite-PSDB). The other authorities reinforced Lula’s position and, speaking of unity, indicated that the central government’s path in helping the state must be through the approval, in the next few days, of a Constitutional Amendment Proposal (PEC) for a “War Budget” , along the lines of the PEC approved during the period of the covid-19 pandemic.

Lira guaranteed that the Chamber will hold a meeting of the College of Leaders, this Monday morning (6/5), to begin preparing the PEC that will authorize resources to serve the state of Rio Grande do Sul.

“The National Congress has to pay attention to this legislation so that we can resolve this. Our responsibility this week will be one of perseverance, discussion and direction so that we can develop a totally extraordinary measure. This week will be a lot of negotiation and a lot of work in National Congress and the response will be tough, firm and effective as it was during the pandemic”, said Lira.

Senator Rodrigo Pacheco highlighted that, not only Rio Grande do Sul, but Brazil is experiencing a situation of war and that it is necessary to remove bureaucracy, obstacles and limitations out of the way so that Rio Grande do Sul lacks nothing in its reconstruction. .

“Our presence here is very important so that we can return to Brasília with the experience of what we witnessed and an obligation that falls on our work shoulders to be able to help Rio Grande do Sul. This means that all the authorities that are here constituted will have to reflect in their actions what the people of Rio Grande do Sul want. On our part, there is indeed a demand for quick and urgent measures, in a sense of unity and reconstruction. We did this during the pandemic, with great pride within the scope of the National Congress. with the proposed amendment to the Constitution that we call the PEC of War. These responses are required at this moment and are demanded from the National Congress”, he pointed out.

Fachin, vice-president of the STF, also indicated that the PEC must be approved by Parliament and guaranteed that the Judiciary will be quick to provide legal responses that will guarantee emergency actions for the state.

“Parliament will implement an emergency regime, as was done during the pandemic, as the emergency here requires equally rapid treatment, which will ensure flexibility in inspection activities and, when there is any doubt, the Judiciary will be able, through this authorization legislative, ensure that these resources are applied”, said Fachin.
