The Minister of Mines and Energy, Alexandre Silveira (PSD-MG) said this Wednesday (27) that he will publish two provisional measures (MPs) on the electricity sector this week: one to reduce the electricity bill and the other to accelerate investments in transmission lines.
Amid the drop in approval of the Luiz Inácio Lula da Silva (PT) government, the president has urged his ministers to work to reduce food and electricity prices. According to the minister, the expectation is to present the measures tomorrow, Thursday (28).
The main MP will guarantee the use of Eletrobras resources (ELET3; ELET6) to reduce Brazilians’ electricity bills, including a contribution to alleviate the extraordinary readjustment of energy tariffs in Amapá — which would rise by 44% —according to the Poder360 website.

The idea is to use funds created with the privatization of the state-owned company, carried out under the Jair Bolsonaro (PL) government, to alleviate charges charged in the energy tariff, according to the website. The MP will ask the National Congress for authorization to use R$26 billion in resources that Eletrobras will have to allocate by 2052 to a fund created during its privatization.
The minister told journalists that the proposal is to “securitize the resources owed for the privatization of Eletrobras to Brazilians” to “pay this bill, in order to minimize energy costs in Brazil”. Silveira blamed former minister Paulo Guedes (Economy) and said that the resource will pay the interest on debts contracted under the previous government, which still impact the electricity bill.
“We need to solve the problem of us paying a bill that was irresponsibly taken over by former minister Paulo Guedes, which is the Covid Account and the Water Scarcity Account”, stated Silveira. “R$15 billion in loans were contracted in the financial market in the name of Brazilian energy consumers, and this is weighing on Brazil’s energy bill.”

Regarding the tariff adjustment, the estimate is that the adjustment will fall from 44% to a level close to 10%. (and resources from the privatization of Eletrobras would also be used for this). According to the website, the government promised to contribute R$350 million to alleviate the increase in the state.
