Small businesses dominate 93.4% of companies in Mato Grosso do Sul

The volume of companies in Mato Grosso do Sul increased 4.1% with 305,654 establishments in March. Of this amount, 285,511 are small businesses, which is equivalent to 93.4%. The data comes from the Business Map, released by the Ministry of Entrepreneurship, Microenterprise and Small Businesses (MEMP). The survey that brings numbers from Mato Grosso do Sul was carried out by the Business Competitiveness Coordination of Semadesc (State Secretariat for Environment, Development, Science, Technology and Innovation). Last year, in this same period, the State registered 293,522 companies in operation.

The balance was presented on Thursday (02) by Competitiveness coordinator Augusto de Castro to the head of Semadesc, Jaime Verruck and to the executive secretary for Economic Development and Sustainability Rogério Beretta, during a meeting in the secretariat’s office.

Of the universe of small companies, 168,945 (55.2%) are MEI (Individual Microentrepreneurs), with gross revenue of up to R$81 thousand; 96,937 companies (31.7%) are ME with gross revenue of up to R$360 thousand except MEI and 19,629 establishments or 6.42% had revenues of more than R$360 thousand, or up to R$4.8 million.

Campo Grande leads the ranking of companies with 124,240 firms, or 40.6% of the total in the State. Next are the municipalities of Dourados, with 30,688 firms, Três Lagoas with 14,677; Ponta Porã with 8,250 and Corumbá with 7,603.

Among the activities, the highlight is the retail trade and clothing sector with 18,743 companies; hairdressing, manicure and pedicure with 11,876 and masonry works with 10,055 establishments.

The head of Semadesc, Jaime Verruck, evaluates the result as a reflection of the Government’s public policies to reduce bureaucracy in the procedures for setting up companies. “The Riedel Government’s motto is digital management and reduction of bureaucracy. These data show that we are on the right path, ensuring greater strength for small businesses in the State and recognizing the importance of these entrepreneurs in the state economy, generating jobs and income”, he highlighted.

Therefore, he highlights the Government’s actions in expanding facilities for businesspeople and especially small entrepreneurs, in actions such as the adoption of the Economic Freedom Law, the Balcão Único MS Agiliza – Empresas, launched last year, which reduces costs and the time to open low-risk companies in the State.

Opening time

The survey showed that the average time for opening companies in the State is 12 hours, with 9.5 hours of location feasibility (which is granted by municipalities) and 2.5 hours for registration by Jucems. The number is below the national average, which is more than 20 hours.

“The survey shows that Jucems, with its modernization, placed MS as the 12th in the country. We have evolved and today we have 2.5 hours to register. Our goal is to reduce this time even further at Jucems and in terms of the feasibility of opening firms , and insert the State into the top 10 in Brazil”, added Verruck.

Another positive point presented at the meeting was the positioning of MS as 7th in Brazil in terms of exemption from permits and licenses from the states and Federal District.

Since 2020, the State has adhered to the Economic Freedom Law (Law No. 13,874/19) and implemented measures to reduce bureaucracy in the sector, such as the release of companies that carry out activities considered Low Risk (those that by law are exempt from licensing and location and operating permits).

According to the ranking, 612 activities in the State are already exempt from permits, making life easier for entrepreneurs, a rate that exceeds the national average.

Among the municipalities, MS has 15 cities in the national ranking with the least bureaucracy, with emphasis on Maracaju, where 536 activities are considered low risk and therefore exempt from permits at the time of their incorporation.

According to Verruck, from now on the challenge of the Semadesc coordinator, together with Jucems, is to increase the total number of municipalities adhering to the Law to attract even more companies. “We are working with the municipalities to expand the cities that adhere to the Law. We show the city halls how much this improves development and attraction of investments. We want to increase the municipalities in the ranking, through actions with the legislature, communication with mayors, with municipal councils to show them the gains from these measures. The cost is small for this structuring, given the growth in business openings. The MS is well positioned and so is the performance of the municipalities and our goal is to cover the law in the municipalities, providing entrepreneurs with benefits that favor and simplify their businesses”, he concluded.
