New social housing area approved for 19,700 people in Recanto das Emas

Recanto das Emas will receive a new development to reinforce the social housing policy in the Federal District, with up to 6,319 homes. The expectation is to serve a maximum population of 19,716 people. The subdivision is called Park Reserve and was unanimously approved by the Territorial and Urban Planning Council of the Federal District (Conplan), this Thursday (2). The land is located in the Parque da Bênção Housing Sector (SHPB) and has 998,891.469 m², the equivalent of almost 100 football fields.

According to the DF Housing Development Company (Codhab), responsible for the project, the homes will be two-bedroom apartments, with or without suite, measuring 45 m² and 51 m², and three-bedroom houses, with suite, measuring 70 m². . The project also includes an experiential park, cycle paths, solar panels, squares, commercial areas close to residences and public equipment.

“The Park Reserve promises to positively revolutionize the entire region. There will be more than 6 thousand new units, which is, without a doubt, one of the largest projects in Brazil aimed at the target audience of social housing policy, as provided for in Law No. 3,877/2006”, stated the president of Codhab, Marcelo Fagundes. “Almost 20 thousand people will benefit from the project, which will also generate many new direct and indirect jobs, in addition to all the benefits that an initiative of this size can bring to the DF.”

Interim President of Conplan and Secretary of Urban Development and Housing, Marcelo Vaz recalled that Law No. 3,877/2006 deals with the DF’s housing policy and was updated to adapt local legislation to federal legislation and, therefore, expand the supply of housing aimed at social interest housing. One of the main innovations was to add families with a family income of up to three minimum wages as a priority in the service provided by housing programs. “Law No. 3,877 was revised last year, precisely to make this adjustment to the federal government and meet some specificities of the DF”, he pointed out.

According to the project’s rapporteur at Conplan and Secretary of Economic Development, Labor and Income, Thales Ferreira, the construction of the Parque Reserva will contribute to reducing the housing deficit in the Federal District and boosting the local economy. “A project like this, expected to raise R$90 million in ICMS alone [Imposto sobre Circulação de Mercadorias e Prestação de Serviços] and generate more than 10 thousand jobs, it is a very relevant and important project for the city”, he commented.

The land where the project will be implemented belongs to Companhia Imobiliária de Brasília (Terracap) and was granted to Codhab, as this installment was intended for the provision of social housing.

In total, there are 66 lots located on the banks of BR-060, in QN 100 Conjuntos 1 to 8 and QN 101 Conjunto 15 AE 1. Commercial, service provision, institutional and industrial uses are permitted in 46 of these lots. In another 15 lots, all of these uses are accepted, in addition to residential. Four more are planned for urban or community facilities, and institutional, public or private use is permitted on one lot. There are also 99,573.938 m² reserved for a permanent preservation area (APP).

“I would like to praise the project. The urban guidelines are very well structured, which guaranteed the project. I even really liked the technical team’s idea of ​​clearly delimiting the APP area, showing that everything was well thought out”, praised the advisor and representative of the Faculty of Architecture and Urbanism of the University of Brasília (FAU-UnB), Maria do Carmo de Lima Heifer.

For the Park Reserve, all urban, environmental and road studies and consultations with public service concessionaires were carried out. The installment plan also meets the guidelines of the 2009 Territorial Planning Master Plan (Pdot).

After approval in Conplan, Codhab must present the executive urban project, which will be analyzed by the Secretariat of Urban Development and Housing (Seduh), to be approved by decree and published in the Official Gazette of the Federal District (DODF).

PDTU

At the collegiate meeting, the schedule of the Federal District Urban Transport and Mobility Master Plan (PDTU) was also presented to participants. The expectation is that the work plan will be delivered this month in May.

The PDTU is a planning instrument that defines the guidelines and strategies for the management of urban transport and the proposal for shared management with the surrounding municipalities. During the process, qualitative and quantitative research will be carried out in around 10 thousand households, evaluating user satisfaction with public transport. For the study, the population of the DF is estimated at 3.1 million inhabitants. Residents of 13 surrounding municipalities will also be heard.
