247 – The Minister of Finance, Fernando Haddad, adopted a metaphor to describe the country’s effort to balance its accounts, stating that it is not a victory “by knockout” “Every six months is a round. According to the minister, the “Executive is unable to impose its agenda on the Legislative” and the adjustments to fiscal targets were “dehydrated” by the National Congress.

“The Ministry of Finance faces rounds. Every six months is a round. Last year we won the first and second rounds. We are now in the third round, in the Legislative and Judiciary. If we win, moving forward, it will always be by points. There won’t be a knockout,” said Haddad.

Still according to the minister, “all the projects and corrective measures that we proposed were negotiated and dehydrated [no Congresso], in light of the considerations that parliamentarians can legitimately make. “It must be said that Congress must also respect the same law. And that acts that do not respect it must be suspended. If Parliament has the same prerogatives as the Executive, it must also have the same obligations”, he stated.

Still according to him, “Brazil has become a parliamentarism that, if it goes wrong, does not dissolve the Parliament, but the Presidency of the Republic, and calls the vice president. Nobody wants to take away anyone’s prerogative. But a Power cannot [o Executivo] be subject to strict rules, and the other [o Parlamento], no. If the requirement for fiscal balance applies only to the Executive, it will never be achieved.”
