Sindjus participates in the first meeting of the CNJ Career Forum of 2024 to discuss the next steps in the discussion on restructuring the career of PJU employees

Sindjus, represented by coordinators Cledo Vieira and Ednete Bezerra, participated, on the afternoon of this Wednesday (24/04), directly from the meeting room of the National Council of Justice, in the 12th meeting of the Permanent Discussion Forum on Career Management of Servants of the Judiciary of the Union, coordinated by counselor Bandeira de Mello, and carried out in a hybrid regime.

The collegiate discussed the need to optimize and advance discussions regarding the construction of the new career plan for PJU employees within the scope of the Forum, which had a significant hiatus since the last meeting, held on August 31, 2023. Although the subgroups created to discuss career restructuring met a few times in October and November 2023, work did not progress as expected.

Cledo Vieira explained that Sindjus has just participated in an electoral process, with elections held on April 2nd, and that the union’s new board, to be sworn in on May 22nd, will continue the work carried out by the current management, which is holding a broad debate on the basis for developing a new, fair Career Plan that meets the needs of all employees and, at the same time, is viable from a legal and budgetary point of view. He informed that in the meeting that the Union had with the president of the STF, minister Luís Roberto Barroso, on November 29, 2023, this career issue was highlighted. He stressed that Sindjus will comply with the discussion calendar with its base before presenting its official proposal for a draft law to restructure the careers of PJU employees.

Cledo also exposed the difficulties encountered in the three subgroups. He reported that a meeting of subgroup 3 (Restructuring of the salary network and recomposition policy) was canceled and the progress of this subgroup was paralyzed due to lack of quorum.

The Sindjus leader also raised the problem faced with the lack of availability of the necessary information to support discussions in the subgroups. He exemplified that, on one occasion, it was necessary to know what the budget of a certain body was like and this information was not provided to the members of the subgroup. Meetings continued to be called without the necessary data being made available, which made the work unfeasible.

Faced with these problems, Sindjus defended the need to rethink the functioning of subgroups, reviewing everything from the way meetings are called and organized to the effectiveness of discussions and approved points, reaffirming the need for direct involvement of administrations in subgroups.

Regarding the proposal to restructure the remaining assistants, Cledo demanded an urgent position on the situation and forwarding of this matter, which was resolved at the meeting on August 31, 2023, highlighting that these employees have been harmed for more than 15 years by a injustice practiced against these colleagues. Counselor Bandeira de Mello explained that the proposal approved at the Forum is in the STF.

Representatives of the Administrations spoke and discussed the difficulties of dedicating themselves to meetings due to the workload and lack of motivation due to the discussions not progressing and, when they do advance, they are not implemented, like the Joint Ordinance regulating the AQ. It is important to remember that a set of changes to Annex I of the Joint Ordinance STF/CNJ/TST/TSE/STJ/CJF/CSJT/TJDFT nº 1 of 07/03/2007 that regulates the AQ was unanimously approved in 2021, but This Ordinance was never implemented. They agreed that it is necessary to reformulate the functioning of the Forum, including with regard to subgroups, establishing a protocol containing rules regarding the frequency of meetings, voting, referrals, participation of administrations and entities.

Sindjus committed to forwarding suggestions aimed at reorganizing the Forum and subgroups, aiming to better progress the work.

It was decided that on May 15th there will be a meeting of the Forum to discuss points of consensus on the agenda, and that on May 29th (date to be confirmed) a new meeting will be held to discuss the reorganization of the Forum, including the possible participation of the Advisor who will succeed Bandeira de Mello in coordinating the Career Forum.
