The Finance Department (Sefaz), through the State Revenue, launched, in partnership with the Petroleum Derivatives Retail Trade Union of the State of Espírito Santo (Sindipostos-ES), the second edition of the Fuel Reseller Station Booklet ( PRCs). The publication provides guidance on procedures and good practices to be observed when issuing tax documents, in accordance with tax legislation.

The booklet, which can be accessed on the Sefaz website (CLICK HERE to learn more), was launched this Wednesday (24), during the “Capacita Revenda” event, in Vitória. The undersecretary of the State Revenue, the tax auditor Thiago Venâncio, and the other tax auditors and team from the Petroleum, Natural Gas, Biofuels and Derivatives Center of Sefaz (Nupetro) participated in the opening lecture of the event, with the theme “Good Practices and Fiscal Regularity in the Issuance of Tax Documents by Fuel Reseller Stations”.

The project, which resulted in a partnership between Sefaz and Sindipostos-ES, began in 2019, when it was observed that there were inconsistencies in the information contained in the NFC-es issued by gas stations, causing damage to the quality of the data and compromising the its use. Thus, in 2020, the first version of the booklet was published, focusing on the correct issuance of the Electronic Consumer Invoice (NFC-e), and presentations were held in some cities in the State, in partnership with the union, to disseminate the material .

The second edition arose from the need to improve the information contained in the original version and include new guidelines, mainly due to the change in taxation on the sale of fuels, with the adoption of monophase, starting in the second half of 2023.

In addition to the digital version, available on the Sefaz website, printed booklets will be delivered directly to owners and representatives of gas stations located in Espírito Santo. The distribution will be carried out at work meetings promoted by Sindipostos-ES, in the month of April, in the cities of Colatina, Cachoeiro de Itapemirim and Vitória, as well as during visits carried out by tax auditors during their work routines.

“The objective is to guide and raise awareness among gas station owners about the correct issuance of the Electronic Consumer Invoice (NFC-e), contributing to a business environment based on integrity and generating reliable data, strengthening transparency on the commercialization of fuels in the State. It is an action in which everyone wins, as the objective is to ensure that everyone follows the correct procedures, which avoids unfair competition”, noted the Undersecretary of State Revenue, Thiago Venâncio.

The president of Sindipostos-ES, Maxwell Nunes, highlighted the importance of the partnership with Sefaz. “The booklet is the tip of the iceberg of a relationship that we have been building over the years. We are very proud and immensely satisfied with this partnership with Sefaz, which focuses on providing guidance to entrepreneurs, not punishment,” said Nunes.

Quality of information

Continued study of the Sefaz database identified an improvement in the quality of the information contained in the NFC-e issued by gas stations, after the launch of the first edition of the booklet, in 2020. However, there are specific fields of the tax document that persist a relevant percentage of errors, some due to the change in taxation, which causes harm to the work carried out by tax auditors.

On average, 5.6 million NFC-e are issued per month in fuel sales at stations located in Espírito Santo, containing more than 8.6 million fuel records (operations). Analyzing some specific fields of the NFC-e issued by gas stations in the months of October 2023 to March 2024 — “CST”, “ANP Code” and “NCM” ​​—, it was found that around 20% of the operations presented inconsistency.

“In addition to the specificity and complexity that exists in the retail fuel trade, it was noticed that part of the inconsistency of information arises from recent changes in the taxation of these goods”, explained tax auditor Marcelo Klafke, highlighting that, with the new edition of the Guide, doubts regarding these changes must be resolved, reducing errors.
