The Civil Police carried out the operation this Wednesday (24)Post Factum‘, which investigates a fraudulent bidding exemption at the Santa Catarina Penitentiary Administration Secretariat (SAP). According to the 1st DECOR (Specialized Police Station for Combating Corruption), four search and seizure warrants were executed in Mafra, in the North Planalto.
According to investigations, the bidding exemption took place in mid-2023 and consisted of the acquisition of warm clothing for inmates in the prison system, with an estimated cost of R$5 million.
Initially, the State Comptroller General (CGE) had already identified the privileged treatment of a company during quotations, which resulted in the unilateral termination of the contract, the removal of the employee responsible for hiring and communication of the fact to the Civil Police.
After the Police Inquiry was launched at 1st DECOR, it was possible to verify that in addition to the unequal treatment given to that company, there was a friendly relationship between the then civil servant and the businessman, both currently residing in the city of Mafra.
It was also found that the delivery of the coats would be in installments and the entirety would only be delivered at the end of winter, mischaracterizing the urgency alleged in the dismissal process, which is why the crime of illegal direct hiring is also being investigated.
In addition to the team from the Specialized Police Station for Combating Corruption in greater Florianópolis, the operation had the support of civil police officers from the São Bento do Sul Regional Police Station.
