Marketers receive a document authorizing work for 15 years

The Government of the Federal District (GDF) delivered, this Tuesday morning (2), the terms of permission for qualified use to 72 stallholders who participated in public competitions carried out by the Executive Secretariat of Cities (Secid). With the delivery, another batch of tenders was concluded aimed at regularizing and occupying permanent fairgrounds in various administrative regions.

Since 2019, the GDF has held 19 public competitions to regularize the working terms of market vendors and reinvigorate the movement of these commercial spaces. At this stage, 10 permanent fairs in eight cities were included. Another 11 public competitions are underway.

The Government Secretary, José Humberto Pires de Araújo, spoke of the management’s initiative to value and encourage the segment: “Governor Ibaneis defined basic pillars so that we could work in relation to the Feira Legal project. What is a Legal Fair? It is for the citizen who is working there to have the document that is his and, if he dies, for example, or has an impediment, the family is able to continue working. And Feira Legal, what’s more? It’s a busy, pleasant, welcoming environment. For it to be like this, it has to have all the boxes complete, because commerce is commerce”.

Araújo highlighted the government’s mission to occupy all the boxes that are not working. “Of the 10 thousand boxes we have throughout the Federal District, around two thousand are unoccupied, and the challenge is to fill them all. 400 boxes have already been occupied, and by the end of the year, we want to occupy another 600. Next year, we will finish and have all the fairs occupied”, he announced.

The TV Tower Fair was one of the most competitive units, receiving 300 proposals for the 21 stalls available in the bidding. Rosângela Nascimento de Jesus was one of the recipients to receive the term of occupation that guarantees the right to operate the bank for 15 years. “The expectation is the best possible way to publish my articles. I’m a beginner, but imagine, starting out with a great possibility of working in the center of Brasília. I’m really happy,” she shared.

The newest stallholder, who will sell crochet, clothing customization, decoration and bags, said she was unaware of the process to become the owner of a stall at a fair. “I had no idea it would be a bidding process. I thought it was like this, I’m going to the fair to see if I can rent or buy it. And then I went looking on the internet. When I looked for it, it was there, the process had already opened, at the end of January. So, that was wonderful for me. I prepared all the documentation to participate. I started to see, looking in the official diary, which for each activity has a regularized bidding process for you to participate. And that’s what’s best,” he said.

“We see the importance of this term of regularization so that people can be more relaxed about their own business. I think it is a big step that the government is taking, especially the bidding, which is important for people who need to have a space within the Plano Piloto, to promote the economy and also employability”, said the regional administrator of the Plano Piloto ,Valdemar Araújo de Medeiros.

Aguinaldo Cardoso Guimarães won the competition and will work with optics at the Guará Permanent Fair. “It’s the ‘Glasses Hospital’. I hope it’s the best it can be. Because today is so difficult, right? But we will fight for the business to grow and have more and more and more customers. The government opened an access door for us to work regularly”, celebrated the stallholder.

The Assistant Secretary of Government, Valmir Lemos, guided the stallholders on the importance of paying the public price and the apportionment fee. “We here in the administration do not control the apportionment rate, we do not have any type of interference with the association, but each of you, ladies and gentlemen, are fundamental people in this process. You and the lady are the ones who will check if the water is cheap, if it is high, if there is a leak, if it isn’t, if you are hiring the security guard correctly; because, if not, then there will be a labor lawsuit that the entire fair will pay for. Then you will own the fair through the apportionment fee,” he stated.

Lemos also highlighted the need for the active participation of all stallholders in the associations that represent them. “The presidents of the associations represent the fair holders. So, if this president is not adequately representing the association, it is up to the ladies and gentlemen who participated in a public process, who obtained this permission form with great difficulty, to come and say: ‘look, you are managing it badly, you need to improve here, let’s have an assembly’. If applicable, participate in the board of directors, take over the administration of the association, because this is a business that cannot go wrong. The fair you are working on cannot go wrong, because if it goes wrong, your business will die”, he warned.

With the determination of our secretary José Humberto and governor Ibaneis, we are carrying out another survey of the empty boxes, and a new tender will be announced soon. We count on the participation of the entire community to make our fairs once again the point that they have always been and that bring more encouragement and joy to the population in general”, added the Undersecretary of Urban Furniture and Support for Cities, Ana Lúcia Melo.

The fairs tendered were the permanent ones at 202 and 210 in Samambaia; Setor O and Guariroba, both in Ceilândia; Structural; from Paranoá; of Sobradinho II; the TV Tower; do Guará and the Planaltina Clothing and Utilities Fair.
