The Federation of RS Municipal Associations (Famurs) aims to represent all 497 cities in Rio Grande do Sul. However, as it is an extensive and plural State, this becomes a challenge, as the regions have different needs and demands.

To bring Famurs closer to each municipality in Rio Grande do Sul, encouraging debate, disseminating knowledge and bringing together the main demands of each region, the Federation developed the “Municipalist Mission”. With this project, the institution has promoted meetings around the State to connect with municipal managers and learn about the singularities of each region.

“Only Famurs is present in the interior of Rio Grande do Sul to really get to know and understand the reality of each region and municipality”, explains the president of Famurs, Luciano Orsi.

Therefore, on March 14, the organization held the 9th Municipalist Mission event in Taquari. The meeting brought together the leaders of 49 cities, which make up Amcserra, Amvarp and Amvat, to discuss their topics of greatest interest.

“Assisting managers in building solutions, providing qualified and proactive public management are our goals and, of course, also establishing Famurs’ position at the service of all municipalities in Rio Grande do Sul”, adds Orsi.

Orsi, who is also mayor of Campo Bom, presented the welcome panel together with André Luís Barcellos Brito, mayor of Taquari and host of the 9th Municipalist Mission. Marciano Ravanello, Carlos Alberto Bohn, and Jarbas da Rosa – leaders of the Amcserra, Amvarp and Amvat regions, respectively – also participated in the panel and made their contributions.

“With the Municipalist Mission, Famurs seeks, both politically and technically, to be available, playing our institutional role of defending and being interlocutors of the municipalities of Rio Grande do Sul with governments and control bodies”, stated the president of Famurs.

Lawyer Leonardo Vianna Metello Jacob, who has also been a lawyer for several municipalities in Rio Grande do Sul for around 20 years, together with lawyer Rodrigo Westphalen, legal advisor at Famurs, mediated a conversation about the Bidding Law. The panel presented new instruments to promote and help managers in organizing municipal accounts.

According to Jacob, as of December 30, 2023, new notices must be published to comply with law 14,133 and, in this way, fulfill the local purpose and accountability. Furthermore, the lawyer highlights that, with the new law, almost everything becomes a auction, and the main objective of the rule is to plan, seeking to provide efficiency, effectiveness and effectiveness in hiring.

The Demand Formalization Document, according to Jacob, is the purchase requisition. However, in the new law, for planning purposes, the document indicates what is intended to be hired, who and for what, and what result is expected from the contract. According to the expert, the idea is to understand the specific objectives in relation to the contracted item.

The Annual Contractions Plan will help because it maps 80% to 90% of the demands, reported the professional. But this document is optional and may become mandatory for annual plans. During the panel, Jacob also answered managers’ doubts regarding the bidding processes of the municipalities present.

Health and investments in the area

Following this, the Federation’s health coordinator, Paulo Azeredo Filho, informed municipal representatives about investments in the respective area. Furthermore, he addressed health issues, such as the decentralization of health management promoted by the Unified Health System (SUS), and current data on dengue and covid-19 in Rio Grande do Sul.

The professional emphasized that municipalities need to meet and agree internally on some decisions, before reaching agreements with the State and secretariats. This is because city halls are bearing the costs of items that are not within their competence, such as the purchase of diapers and some medicines.

In the panel, it was highlighted that Rio Grande do Sul is the State that most bears the burden of judicialization in the area of ​​health. There are R$15.3 billion invested in public health. According to the coordinator, municipalities must seek the judiciary, in order to discuss the priority actions within the competence of each entity.

Azeredo also suggested that managers seek the judiciary to create local or regional committees, as these groups help reduce the number of judicializations in municipalities and reduce the impact on public coffers.

Education and judicial decisions on the teaching floor

Still in the morning, lawyer Rodrigo Westphalen dealt with the general repercussion of the Federal Supreme Court’s (STF) decision on the pay ceiling for teachers. The decision does not make the adjustment determined by the MEC in 2022 (33.23%) and 2023 (14.95%) mandatory for the salary floor of the category and reiterates the thesis that the federal standard that provides for the way in which the floor is updated national teaching authority relating to basic education is constitutional.

The Ministry used as a basis the adjustment criteria provided for in law 11,738/2008, calculated based on law 11,494/2007, which was revoked by new law 14,113/2020. Therefore, there is a gap in the legislation for the readjustment of the national teaching floor, making it illegal to define it by means of an ordinance.

According to the Famurs lawyer, recent monocratic decisions by the TRF4, resulting from a change in the individual position of a judge, are not in accordance with the majority understanding of the majority of judges in that court. Therefore, it is reversible upon appeal to the Chamber or the Plenum. Regarding salary escalation, to avoid the effects of establishing the minimum salary on higher levels, it is necessary to reform the city’s career plan through municipal law.

Works and improvements to the trafficability of highways in the region

In the afternoon, the Autonomous Department of Highways (Daer) brought the regional superintendent of Lajeado, engineer Roberto Vidal da Cunha, who discussed the works to improve the trafficability of the region’s highways and the importance of maintaining what was once done.

In addition to focusing on bridges and highways, the professional highlighted that it is important to take into account the recovery of auxiliary forest, springs and river courses. Preservation is not only good for the environment, but also for mobility, infrastructure and logistics of municipalities and the State.

The socio-environmental manager of Concessionária Sacyr, César Cruvinel, brought information to the panel about the importance of the road concession contract. The concession of operation, exploration, conservation, maintenance, improvements and expansion services for the transport infrastructure of the RSC-287 highway, between Tabaí and Santa Maria, was addressed, showing a total length of 204.51 km of the road. According to the expert, they have already reduced fatal accidents by 36% and provide free medical and mechanical care to thousands of people.

Sacyr Concessionaire’s communications manager, Cassiane Kersting, presented the social projects carried out by the company: the Escolinha de Trânsito PRE, aimed at schools on the RSC-287 stretch, seeks to transmit to children notions about safety and responsibility in traffic, with rules of circulation and conduct; and Cavalo de Lata, which aims to provide temporary custody, care and medical attention to small and large domestic animals seized along the highway.

To conclude the panels, the Association of Tobacco Producing Municipalities (Amprotabaco), through its executive secretary, Guido Hoff, brought information from the institution and data about the category’s contribution to the region. According to Hoff, the association’s board seeks to strengthen actions aimed at recognizing, valuing and developing the activity.

Amprotabaco is responsible for defending the interests of tobacco-producing municipalities at municipal, state and federal levels, aiming to promote the economic and social importance of tobacco throughout Brazil. Based in Santa Cruz do Sul, the association, which was founded in 2013 on the initiative of the then mayor of Santa Cruz do Sul, Telmo Kirst, is currently chaired by Marcus Vinicius Müller Pegoraro, mayor of Canguçu.

The event was closed by the president of Famurs, Luciano Orsi, highlighting the motto of the Municipalist Mission: Valuing the Inner Strength of Rio Grande.

The 9th edition was also attended by the mayor of the municipality of Vera Cruz and vice-president of Famurs, Gilson Adriano Becker; Mayor Colinas, Sandro Herrmann; mayor of Fazenda Vila Nova, Amarildo Luis da Silva; mayor of Novo Cabrais, Leodegar Rodrigues; mayor of Sobradinho, Armando Mayerhofer; mayor of Venâncio Aires, Jarbas da Rosa; mayor of Arroio do Tigre, Marciano Ravanello; mayor of Boqueirão do Leão, Jocemar Barbon; mayor of Cerro Branco, Edson Joel Lawall and the vice-mayor of Taquari, Ramon Kern de Jesus.

In addition to the meetings already held in Horizontina, São Leopoldo, Palmeira das Missões, Santa Maria, Erechim, Sapucaia do Sul, Alegrete, São Lourenço do Sul and Taquari, Famurs will promote three more seminars in the interior of Rio Grande do Sul in 2024.
