Mayor Arthur Henrique (MDB) sanctioned this Wednesday (27) the unprecedented Positions, Careers and Remuneration Plan (PCCR) for community health agents and agents combating endemic diseases in Boa Vista. With this, the 669 professionals will progress in public service. The sanction was carried out in a ceremony attended by councilors, municipal secretaries and hundreds of professionals.
The PCCR guarantees agents a starting salary of R$ 2,824.00 and end of R$ 9,905.38, with a 40-hour week. Currently, the base salary for the category is funded with federal resources. But according to the mayor, from now on, the Municipality will pay for career development, through future salary adjustments, progressions and promotions.

“When these professionals reach the end of their career with a salary of R$10,000, they will continue to receive this amount of two minimum wages from the federal government and any difference, from then on, will be covered by the City Hall”, explained Arthur Henrique.
The president of the Union of Community Health and Endemic Disease Agents of Roraima (Sindacse-RR), Flaviney Almeida Pereira, explained that, without the PCCR, the class would stagnate in relation to other municipal public servants, including in terms of salary. “The PCCR corrects this injustice”, he points out. “Evaluations that did not exist will now exist, I believe that the improvement of the service will flow in a better way”, he assessed, remembering that the plan was created based on general assemblies of the category and negotiation with the City Hall and the City Council.
The PCCR sanction will generate an annual impact on municipal public coffers in R$ 2.8 million in 2024, R$ 3.2 million in 2025 and R$3.7 million in 2026.
Progression
Progression with a 5% increase on salary will be granted to agents who complete the two-year interval in the salary reference they are in, and who reach the minimum score required in the performance evaluation.
The active agent may compete for the promotion, which corresponds to a 10% increase on salary, under the following conditions: after spending three years in the class in which he/she is; have achieved the minimum score required in the performance assessment; and have achieved the minimum score in training courses and development actions in the position’s area of activity or in related areas.
Aid
- Transport assistance to community health agents and transport compensation to agents fighting endemic diseases (R$ 450);
- Funeral aid corresponding to the deceased agent’s salary may be granted to the family member or third party to cover funeral expenses;
- Uniform allowance of R$691.20 per year for both;
- Monthly sun protection allowance of R$60 for both.
Additional
- Additional primary health care by working in UBS’s (Basic Health Units) or in Family Health teams for community agents;
- Additional productivity in health services, by achieving performance and productivity metrics, for both.
Awards
The City Hall may institute awards for innovative ideas and authorize employees to receive awards in municipal sporting and cultural competitions. It can also institute annual bonuses for agents in recognition of the achievement of results and goals.
Leaves and absences
Agents are also entitled to maternity leave of 210 days and paternity leave of 20 days, due to illness in a family member, for training, to deal with private interests and for political activity. The PCCR also provides for permission to be absent for eight days due to marriage and the death of a family member.
