The agreement between Brazil and Paraguay on the Itaipu tariff will allocate US$300 million (equivalent to R$1.5 billion) previously used in works in the Paraná river basin, where the hydroelectric plant is located, to maintain price stability until 2026.

As reported by Sheetthe final terms of the agreement were agreed on this Tuesday (7) and provide, in addition to tariff stability until 2026, the end of the obligation to purchase surplus energy on the Paraguayan side.

The negotiations were led by Minister Alexandre Silveira (Mines and Energy) who, at the request of President Lula, managed to allocate the difference in value resulting from the negotiation — around US$ 3 per MWh (megawatt-hour) — towards the reasonable tariff (rebate on electricity bills) in Brazil.

Previously, this money was used for political use in Paraná. Political party leaders agreed that these resources would be distributed among the entire population, especially in municipal election years.

The Itaipu tariff will be maintained at US$ 16.71 per MWh (megawatt-hour), making the value approved by Aneel (National Electric Energy Agency) of R$ 205 per MWh viable.

Paraguay intended this fee to be US$22.70. In the end, Silveira managed to have it closed at US$19.28 until 2026, but, for Brazilians, it will be maintained at US$16.71.

This difference will be returned to Brazil by Paraguay at the time of transfer and will be fully allocated to tariff reasonableness (fare reduction). After 2026, the rate drops to around US$12.

In exchange, Paraguay committed to signing Annex C, a document that seals the terms of the agreement, within six months, so that it can be submitted to Congress.

The negotiations were led by the Minister of Mines and Energy, Alexandre Silveira. On the Paraguayan side, the president, Santiago Peña, acted directly.

According to interlocutors, there will be a compensation mechanism by Paraguay so that the energy consumed by Brazilians does not increase until 2026.

The draft foresees that Paraguay will start selling its surplus energy directly, competing with Brazilian generators for the market. Brazil is also free to necessarily consume this surplus energy, which is more expensive than that generated internally.
