Project sets aside 5% of congressmen’s individual amendments for natural catastrophes and emergencies

The special commission to analyze PEC (Proposed Amendment to the Constitution) 44 of 2023, which reserves 5% of congressmen’s individual amendments to face natural catastrophes and emergencies, will be installed on Wednesday (May 8, 2024). The call was made by the President of the Chamber, Arthur Lira (PP-AL) on Friday (May 3) amid the heavy rains hitting Rio Grande do Sul.

This Sunday (May 5), Lira called a meeting of bench leaders to discuss the approval of emergency measures for the State on Monday (May 6). The situation in Rio Grande do Sul should be the main topic of Congress in the week that begins. Lira stated that the next few days will involve a lot of negotiation and work towards an effective response to the damage caused by the rains.

The president of the Senate, Rodrigo Pacheco (PSD-MG), declared that Congress will define the rules for releasing amendments to senators and federal deputies from Rio Grande do Sul. And he said that the topic will be a priority this week.

According to the project, the amounts will be allocated to the competent federal body – similar to a fund –, which will pass on the amendments to the State in which the disaster occurred. The amount will be returned to congressmen in the 4th year of the Legislature if there is no emergency that justifies the use of the fund.

The commission will have 34 effective members and 34 substitutes. The author of the text is federal deputy Bibo Nunes (PL-RS), and the rapporteur is Pedro Ahiara (PRD-MG).
