With the aim of ensuring effectiveness in preventing floods, which mainly affect municipalities in the Itajaí Valley, the deputies approved in Plenary, this Tuesday afternoon (7) the bill, PL./0218/2023, which provides for the Transparency Policy for the Operation, Maintenance and Safety Measures of Dams in Santa Catarina.
The proposal, presented by substitute deputy Gerri Consoli (PSD) was deliberated during the “Alesc Itinerante”, which takes place this Tuesday and Wednesday (8), in Blumenau.
In justifying the matter, the author warns that an operational audit carried out in Civil Defense by the Court of Auditors of Santa Catarina pointed out that, in 2014, state public dams presented numerous deficiencies and information about projects and execution of dams was only accessed by request information, even so, in an insufficient and unsatisfactory way.
With the aim of promoting transparency in the operation, maintenance and safety measures of dams, the proposal provides, among other actions, for the state supervisory body to carry out regular and special inspections of the structures annually; carry out continuous monitoring, focusing on the dams’ ability to respond to adverse hydrological and climatic conditions, aiming to anticipate risk situations and promote preventive actions; draw up a specific safety and preventive maintenance plan for each dam and draw up a contingency and emergency plan, with clear and effective procedures for dealing with intense flood situations.
The matter goes to the governor for sanction to become law in Santa Catarina.
