MT suggests and ‘humanitarian corridor’ is created without goods receipts for homeless people in RS

The Mato Grosso Finance Department announced this afternoon that it will not require an invoice for the transportation of goods leaving the State to Rio Grande do Sul for the thousands of flood victims who lost homes, clothes, furniture, documents and belongings. The exception was approved by the National Council for Financial Policy (Confaz), today, to facilitate the sending of supplies to people at risk or in vulnerable situations.

The measure suggested by Sefaz de Mato Grosso applies to all States that send donations to the southern region. So that tax documentation is not required, it is essential that the goods are destined for the government of the State of Rio Grande do Sul, the State Civil Defense, the municipal governments of Rio Grande do Sul or for non-profit charitable entities domiciled in the state.

Secretary Rogério Gallo explained that the proposal presented by Mato Grosso creates a humanitarian fiscal corridor, with the aim of speeding up and simplifying the sending of humanitarian aid to Rio Grande do Sul, directing efforts towards immediate assistance to flood victims. “A kind of humanitarian fiscal corridor was created for donations to Rio Grande do Sul. Whatever we can do to speed up and reduce bureaucracy in sending these goods, we will do, to help the south of the country”, stated the secretary.

According to the approved text, the issuance and presentation of any tax document in operations and in the provision of transport services related to the shipment of donations is exempt. In these cases, the merchandise must be transported accompanied by a declaration of contents.

In the case of transport carried out by companies that donate their own goods, the need to issue the tax documents required by legislation remains. However, the operation is exempt from taxation and, for this, the invoice must be issued using CFOP 6.910, referring to the remittance as a bonus, donation or gift.

The approved proposal should be published in the Official Gazette of the Union today (7), with immediate effect. The text will provide information on the exemption from issuing a tax document and also the content declaration model to be used by transporters.

As Só Notícias has already reported, the government of Mato Grosso is helping with teams from the Integrated Air Operations Center (Ciopaer) – a helicopter that has assisted in rescue and transport – and with soldiers from the Fire Department and also proposed an emergency transfer worth R$50 million to help rebuild roads and bridges in cities that have been isolated for several days. The project will be forwarded to the Legislative Assembly for approval.

The First Lady of Mato Grosso, Virginia Mendes, created a partnership with the State Civil Defense and the State Secretariat for Social Assistance and Citizenship. Collection points were made available for the population of Mato Grosso to contribute donations. Donations can be delivered from 8am to 5pm, until Friday (10), at the Sines and Procons of the Ganha Tempo units in Cuiabá and at the State Citizenship Center, in Várzea Grande; and until Saturday (11) at Ginásio Aecim Tocantins, in Cuiabá. Donations of basic food baskets, mineral water, hygiene products (brushes, toothpaste, soap, adult and children’s diapers and toilet paper), single mattresses, sheets, pillowcases, pillows and blankets are received. OAB and TCE are also receiving donations.

In dozens of cities in Mato Grosso, entities, churches, service clubs and volunteers are mobilizing with donations for flood victims.
