In RS, Lira defends that Congress adopts a ‘totally extraordinary’ measure for the state; Fachin defends ‘special and transitional’ legal regime | Policy

The president of the Chamber of Deputies, Arthur Lira (PP-AL), defended this Sunday (5) that the National Congress draft a “totally extraordinary” measure for the state.

In the same vein, the vice-president of the Federal Supreme Court, Luiz Edson Fachin, mentioned the possibility of discussing a “special and transitional” legal regime.

Lira, Pacheco and Fachin were part of the delegation that President Luiz Inácio Lula da Silva took to Rio Grande do Sul, which has so far recorded 75 deaths caused by rain and flooding.

The federal delegation flew over flooded areas in Porto Alegre and the metropolitan region. Afterwards, a meeting was held with state and municipal authorities and a presentation to the press, during which the ideas of making fiscal rules more flexible to help aid Rio Grande do Sul were defended.

“Here we are to express, more than our solidarity, here we are together, the Judiciary is together with the other powers of the Republic and will be together especially in this perspective of adopting a special emergency and transitional legal regime for the environmental catastrophe in Rio Grande do Sul”, said Fachin, who represented the STF.

Lira, in turn, cited the “responsibility” of discussing a “course for us to develop a totally extraordinary measure” this week. According to the president of the Chamber, a meeting of the college of party leaders was called for this Monday (6) so that the House can discuss the topic.

The president of the Federal Court of Auditors (TCU), Bruno Dantas, made the body’s technicians available and guaranteed ‘priority’ to issues relating to the tragedy in Rio Grande do Sul.

Dantas stated that in “exceptional moments we must also use more flexible rules so that the ultimate objective, the protection of citizens, is met efficiently and effectively.”

Governor Eduardo Leite (PSDB) reaffirmed that it is the state’s ‘biggest climate catastrophe’ and defended that fiscal legislation be made more flexible along the lines of what occurred during the Covid-19 pandemic.

“Public authorities here need to see and understand, President Lira, President Pacheco, […] The public sector is suffocated by this situation and will not be able to provide answers if we do not address exceptional actions also from a fiscal point of view”, he stated.
