The Romeu Zema (Novo) government filed this Thursday morning (2), in the Legislative Assembly, the Bill that proposes a 3.62% adjustment for all public servants in the direct administration of the state government.

The proposal determines that the adjustment will be retroactive to January 1, 2024, however the Bill sent by the State government does not establish how the payments for the previous months will be made.

Unlike what happened in previous years, the increase this time will also apply to teachers and employees in education careers, whose remuneration is referenced in the National Teaching Floor, defined by the federal government and there will be no separate projects being processed.

“The aforementioned revision percentage was defined after carrying out the necessary impact calculations and assessment of financial and budgetary availability, which demonstrated the feasibility of recomposing the value corresponding to the percentage of 3.62% (three point sixty-two percent) , in an equitable and linear way, which is equivalent to the readjustment index of the national salary floor for teaching”, says the governor’s message sent to state deputies to justify the readjustment proposal.

Unions and parliamentarians linked to the civil service question the index and claim that it was below the inflation calculated in 2023, which was 4.62% according to the IPCA. The annual impact predicted by the government with the readjustment will be approximately R$ 1.7 billion to serve more than 610 thousand employees.

In the case of teachers, the union complains that workers continue to receive an amount lower than the National Education Floor, which is currently R$4580.57. The State government disputes this and says that it pays the amount proportional to the working hours of each professional, taking as a reference the Salary Floor for a 40-hour work week.

Minas Debts

In his message, Zema recalled that Minas Gerais’ accounts remain in a delicate situation, but that the adjustment to civil servants complies with the provisions of the Fiscal Responsibility Law.

“The situation of the Executive Branch within the limits established in Federal Complementary Law No. 101, of May 4, 2000, does not constitute an impediment to the granting of the review now requested, since the standard itself, by establishing the appropriate prohibitions necessary for control of personnel expenses, expressly excepted, in item I of the sole paragraph of its art. 22, the possibility of granting an annual general review”, he highlights.

In the Bill, which will be read in plenary this Thursday afternoon (2) to begin processing in the Legislative Assembly, the government determines that the 3.62% adjustment is extendable to all careers, Commission positions, pensioners and inactive employees who are entitled to parity with active employees.

The text will need to be approved by state deputies and sanctioned by governor Romeu Zema (Novo) to come into force. The last general adjustment for civil servants was granted in 2022, also linear (benefiting all categories), of 10.06%. At the time, the government was facing a series of civil servant demonstrations. A protest by public security workers is planned for today.
