Numbers in Mato Grosso do Sul begin to decrease, which reveals more awareness among the population

A survey released by the Brazilian Institute of Geography and Statistics (IBGE), the national Civil Registry Statistics survey, showed that the number of children in Mato Grosso do Sul without birth registration has decreased.

The current rate is 0.83%, while a year ago, the percentage was 0.98%. According to IBGE, the decline is the smallest since the beginning of the historical series in 2015, and represents an increase of 1.7 percentage points in the reduction of under-registration of births in the State. The deadline for registering a newborn is 15 days, which can be extended by up to three months in the case of people who live more than 30 kilometers from the registry office.

When analyzing the rate demonstrated by the research, the president of the Association of Civil Registrars of Natural Persons of Mato Grosso do Sul (Arpen/MS), Marcus Vinícius Machado Roza, says that there has been great progress in reaching citizens to the registry offices. Roza also remembers the importance of those responsible for not forgetting to register the babies.

“Civil registration is the recognition of citizenship, it is the first step for a person to be able to request important and indispensable documents throughout their life. Having your birth registration is a way of guaranteeing access to social rights and promoting social inclusion. And notary offices are an essential part of this process.”

On a national level, the South region of Brazil has the lowest under-registration rate, totaling 0.21%, followed by the Southeast, with 0.35%. The rates are already higher in the Central-West, with 1.21%, in the Northeast, where the rate is 1.66% and in the North, which surpasses it at 5.11%. The high rate, according to information, is justified by the large territorial extension of the cities in the region.

Among the States, Paraná has the best birth registration rate, with only 0.17% of children without birth registration. Roraima has the highest percentage of under-registration in the country, at 14.2%. The Federal District appears in the survey with 0.27%, followed by Mato Grosso do Sul, with 0.83%, Goiás, with 1.42% and Mato Grosso, with 1.71%.

With the birth certificate, the child begins to “exist” before the State. Which means that she can be enrolled in daycare centers or schools, have access to healthcare, and have her name, surname, affiliation and place of birth recognized. Since 2015, the CPF has also been issued free of charge by the Registry Offices at the time of birth registration.

According to federal legislation (Law No. 12,662) of 2012, the Declaration of Live Birth (DNV) must contain the individual’s name and given name, sex, date, time and municipality of birth, in addition to the mother’s data. In addition to this document, parents must present personal documents (RG, CPF, birth or marriage certificate).

In situations where the child’s parents are married, there is no need for both to appear at the registry office, simply presenting the marriage certificate for the registration to be made in both their names. When the parents are not married, both parents must be present for registration to take place.

Late Registration

If the child has not been registered within the legal deadline, which varies according to the place of birth, there is no fine, and the parents can go to the Civil Registry Office closest to their residence, accompanied by two witnesses, with all possible documents to prove the data. In the case of a person over 12 years of age, the applicant and witnesses will be interviewed by the officer who, in case of suspicion, may refer the request for judicial decision.
