Senate approves Perse with an impact of R$15 billion on public coffers

The Program created in 2021 became an arm wrestling match between the Ministry of Finance and Congress. The Chamber approved the measure before the Senate. The economic team wanted to close it, but pressure from deputies representing the sector made the government agree to remodel the measure.

Threats of change in the text

The proposal’s rapporteur, Daniella Ribeiro (PSD-PB), attempted to make changes, but maintained the Chamber’s text. After conversations with the sectors and appeals from the Minister of Finance, Fernando Haddad, the senator withdrew the changes she had implemented in the proposals.

There was also a commitment on the part of the government not to veto any part of the project. Thus, the approval of the proposal took place in a symbolic vote — without roll call of the votes.

Among the main changes, Ribeiro had included correction for inflation in the total cost of the program. The updated text broke the agreement made with the Ministry of Finance to maintain the fiscal impact of Perse at R$15 billion until 2026 and increased tension with the government, following the action to suspend the payroll tax exemption.

Sectors wanted the same project approved in the Chamber. If the change was approved by the senators, the text would have to be analyzed again by the deputies and would imply the payment of taxes by exempt companies.
