The Minister of Justice and Public Security, Ricardo Lewandowski, imposed a 90-day suspension sentence on Federal Highway Police (PRF) agent Ronaldo Bandeira, who appears in a video showing how to carry out torture using pepper spray in company vehicles. . The video went viral on social media at the end of last year and the agent was subject to administrative disciplinary proceedings, which even recommended his dismissal from public office, which ended up not being accepted by the minister.
In the images that had great repercussions, Bandeira taught a class at a course and detailed an approach that would have occurred with other police officers. In the recording, he reports a situation of arrest with resistance in which the suspect was in the back of the vehicle. Then, the agent says: “What does ‘the police’ do? Open a little, take the pepper spray and shoot! The person becomes calm.” He even moves away the microphone, which he was recording, when mentioning the use of the spray. The highway police officer still says, in the video, ironically, that the procedure would be torture.
The video recording, which would have taken place in 2016, came to light after Genivaldo de Jesus Santos was killed during action by federal highway police officers in Sergipe, in 2022.
Images posted on the internet show the police action that arrested Genivaldo in the trunk of a vehicle after he was riding a motorcycle without a helmet on a highway.
Published in a regular edition of the Official Gazette of the Union (DOU) last Monday (22), the ordinance that determines the suspension says that the police officer committed a disciplinary infraction under the legal regime for civil servants of the Union, which is a violation of duty loyalty to the Federal Highway Police institution.
