Alagoas is the 6th state in Brazil with the highest rate of permanent teachers — a total of 61.8%, while another 45.4% are temporary, according to a survey by Todos pela Educação, collected from the base of the Ministry of Education (MEC) .

On the other hand, the research shows that the number of teachers hired in the Brazilian state network in the Federal District and 14 other states has fallen. The number of temporary teachers has exceeded the number of civil servants since 2022.

In 2013, there were 505 thousand teachers (68.4% of the total) in all states of the federation. The number was reduced to 321 thousand in 2023 — 46.5%. In 2023, for example, the networks had 356,000 temporary teachers, compared to 321,000 permanent teachers.

Between 2013 and 2023, the total number of active teachers — gazetted or temporary — decreased by 57 thousand teachers. The drop, shows Todos pela Educação, may be linked to the decrease in enrollment in basic education — a consequence of Brazilian demographic dynamics, as well as the increase in approval rates and the reduction in school dropouts.

States

In another part of the study, Todos pela Educação explains that the number of temporary and permanent teachers varies according to the state. In 2023, 14 states and the Federal District, for example, had more permanent teachers than temporary ones.

Minas Gerais is the state with the highest percentage of temporary teachers in the state network — 80.4%. The percentage also exceeds 70% in Tocantins (79.4%), Acre (75.1%), Espírito Santo (73.4%), and Santa Catarina (71%).

Other federative units that have more temporary teachers than civil servants in the state network are Mato Grosso do Sul (69.6%); Mato Grosso (66.4%); Pernambuco (62.5%); Rio Grande do Sul (58.75); Ceará (57%); Maranhão (55.1%); Piauí (53.3%); Paraná (50.9%); and São Paulo (50.7%). In the Federal District, the number of temporary professionals also exceeds that of permanent staff. There, 56.4% of teachers did not take the exam.

On the other hand, Rio de Janeiro is the state with the highest rate of effective teachers — a total of 96%. In Bahia (92.8%), Pará (93.5%) and Rio Grande do Norte (93.7%), the percentages also exceed 90%. In the remaining states, it is possible to see greater balance in the percentages. In Goiás, for example, there are 51.5% permanent teachers and 47.6% temporary teachers; in Paraíba 53.3% permanent and 45.4% temporary.

In Alagoas, 61.8% are permanent and 37.8% are temporary. In Roraima, 64.9% are permanent and 34.9% are temporary. In Sergipe, 68.8% of teachers are certified against 30.2% temporary teachers. In Amapá, 68.9% are permanent and 30.2% temporary. Rondônia completes the list, with 67.8% permanent teachers and 29% temporary teachers.
