Crea-RS will carry out inspections in Frederico Westphalen

The inspections carried out by the Regional Engineering and Agronomy Council (Crea-RS) will continue until the end of April. The Condomínios Edilícios (vertical) operation, which will also take place in municipalities in the region, such as Frederico Westphalen, aims to supervise works and maintenance services and installation of systems or equipment in vertical condominiums.
As they require the participation of professionals from Engineering, Agronomy and Geosciences, tax agents will verify that these services are the responsibility of qualified professionals, with complete security in complying with specific legislation and standards related to the technological area.
The existence of laws and regulations that condominiums must respect also proves the risks involved in technical activities related to the construction and maintenance of buildings, systems and equipment. The art. 1,348 of the Civil Code, for example, establishes that the trustee is responsible for ensuring the conservation and custody of common parts and ensuring the provision of services that are of interest to the owners. The lack of preventive maintenance of structures and equipment can lead to a series of problems, such as cracks and cracks in the structure; increased spending on emergency repairs; corrosion of structures; short circuits and fires.
According to Crea-RS, these actions require technical knowledge, and supervision in vertical condominiums must prevent the actions of people disqualified from carrying out Engineering and Geoscience activities, putting residents, users and people who circulate in their surroundings at risk.

National Sanitary Landfill Inspection Action
Until April 30, Crea-RS will also visit sanitary and controlled landfills, dumps and other solid waste disposal sites throughout the State, to verify waste management, aiming to guarantee the effective participation of professionals and companies qualified in the areas of Engineering, Agronomy and Geosciences. The action also provides guidance on the importance of the work of a qualified professional in the operation of these landfills, which requires adequate technical and legislative knowledge.
The lack of control in landfills can lead to the disposal of industrial, health and civil construction waste which, according to environmental legislation, should have specific treatment and final disposal to eliminate characteristics such as toxicity and pathogenicity. Professional monitoring can prevent contamination of soil and groundwater.
According to the New Regulatory Framework, municipalities have until August 2 of this year to close the so-called dumps and implement sanitary landfills. To close such spaces for irregular disposal of solid waste, a roadmap proposed by the Ministry of Development must be followed. This planning involves the preparation of multidisciplinary technical documents such as the Degraded Area Recovery Plan, Area Rehabilitation Plan, preparation and implementation of the Closure and Recovery Action Plan, topography/probing survey, study of water quality (surface/ underground), implementation of security measures; isolation of the area, conformation of the waste mass, implementation of a rainwater drainage system external to the formed waste mass, covering it with earth and planting grass, carrying out a Preliminary Environmental Assessment, among others.
