“It is with great pride that we surpassed the milestone of two thousand families who are realizing their dream of owning their own home through Guaranteed Entry. Social housing is one of our management’s priorities. We are not just delivering a cement and lime project, but ensuring that thousands of people have decent housing to live in, raise their children and live better days”, stated Governor Raquel Lyra.

The Guaranteed Entry modality grants a subsidy of R$20,000 when purchasing a first property for families with an income of up to two minimum wages. The objective of the State Government, through the Secretariat of Urban Development and Housing (Seduh), is to provide resources for the purchase of their own home for 40 thousand families by 2026.

“This means a lot for our economy and for these families who had access to housing with subsidies from the State Government. We are pursuing the goal of 10 thousand families covered this year. We also have 8 thousand families that can be covered by Guaranteed Entry”, declared the CEO of the State Housing and Works Company (Cehab), Paulo Lira.

The subsidy is paid by state management in partnership with Caixa Econômica Federal. The beneficiary is also exempt from Real Estate Transfer Tax (ITBI), Deed and Property Registration fees. The properties must have a market value of up to R$190 thousand and be included in the federal government’s Minha Casa Minha Vida program.

There are more than 61 thousand registered in the Guaranteed Entry to date. Currently, more than 6 thousand properties are listed in the program’s showcase for purchase in 85 projects, distributed across 13 municipalities. They are Abreu e Lima, Cabo de Santo Agostinho, Camaragibe, Igarassu, Jaboatão dos Guararapes, Paulista and São Lourenço da Mata, in Greater Recife; Belo Jardim, Caruaru, Garanhuns and Santa Cruz do Capibaribe, in Agreste; and Petrolina, in Sertão.

JOB GENERATION – In addition to expanding social housing, Morar Bem Entrance Guarantee also generates a direct impact on the economic development of Pernambuco. Data from the Association of Real Estate Market Companies (Ademi) show that the State Government’s initiative has the potential to attract investments of R$ 4 billion, coming from the FGTS, boosting the construction industry and encouraging the generation of more than 72 thousand direct and indirect jobs.

MODALITIES – The Morar Bem program also encompasses other modalities. One of them is land regularization, which has already guaranteed 5,300 property titles for families in Pernambuco. Another is the resumption of construction of unfinished housing. The Raquel Lyra Government handed over the keys to 700 units: Canal do Jordão, in Jaboatão dos Guararapes (272 units), Mulheres de Tejucupapo, in Recife (232), and Severino Quirino, in Caruaru (196).

Recently, Morar Bem Reforma no Lar was launched, a modality that will offer repairs to homes headed by women in vulnerable regions of Pernambuco. R$50 million will be invested to finance works worth up to R$18 thousand. The first community selected to benefit from the program was Peixinhos, in Olinda. To date, Cehab has registered 561 properties.
