TCE-ES will inspect in “real time” works at Cais das Artes

External Control Auditors from the Court of Auditors of the State of Espírito Santo (TCE-ES) met with representatives of the Department of Buildings and Highways of the State of Espírito Santo (DER), on Monday (1st), to present the inspection, in the monitoring modality, of the resumption of the Cais das Artes work. This was the group’s first meeting after signing the agreement to resume work.

For the TCE-ES Inspection Secretary, Flavia Holz, this inspection has special relevance. “I understand that this monitoring is one of the most important activities of TCE-ES considering the relevance of the Pier and the complexity for good compliance with the agreement”, he stated.

Representatives from Dan Engenharia, a company that will assist DER in supervising the work, also participated in the meeting. “This was a first contact in which we introduced ourselves and presented the main issues that will be observed. This is a monitoring inspection, which will be carried out ‘in real time’ as the work progresses”, explained auditor Guilherme Fernandes, from the Building External Control Center (NED).

Guilherme added that this is an indirect inspection of the work. “As it is real-time monitoring, we cannot override the state agency and do something that they should do. However, by checking whether the DER inspection is being carried out correctly, indirectly, we guarantee that the work is proceeding correctly, respecting deadlines, costs and quality”, detailed the auditor.

The team classified this first meeting as “very useful”. The expectation is that monthly meetings will be held to monitor the development of work at Cais das Artes.

Oversight

To carry out the work, an analysis of documents relating to contracting and measurements will be carried out, including reports produced by the inspection, technological tests in addition to other documents that the team deems necessary and on-site inspections that will be previously scheduled with the contract inspection.

Fundamentally, the work carried out by the audit team seeks to verify whether the progress of the work meets the following main requirements:

1 – Deadlines;

2 – Quality;

3 – Pagamentos.

Regarding deadlines, we seek to verify whether the progress of the work is compatible with the deadline set for executing the contract.

Regarding quality, we seek to verify whether the materials, services and equipment used to perform the services are compatible with the specifications contained in the contracting documents.

Regarding payments, we seek to verify whether the measurement values ​​correspond at most to the value of the services performed in the period considered.

Model

The adopted inspection model has already been used in other major works in the State – Cariacica General Hospital, North Health Complex, Vila Velha Penitentiary, among others.

“This type of inspection is very positive because when we find that something is incorrect, those responsible immediately try to correct it. Therefore, it prevents irregularities from happening. And this is much better than when the inspection is carried out after the work is completed – you even point out the errors, but the person responsible often does not have time to correct them”, compared the NED auditor.

Resumption

According to information from the State Government, the first phase of the works, foreseen in the contract, will be the execution of renovation, repair and recovery services for the facilities already built, necessary for the continuity of the project. To this end, diagnoses and surveys will be carried out.

According to auditor Guilherme Fernandes, work at Cais das Artes should resume this month. “The information we have is that the consortium responsible has started the assembly part of the construction site and is cleaning and diagnosing the problems caused by the downtime. As soon as this stage is completed, the work should be resumed,” he said.

The work at Cais das Artes began in April 2010, but the initial contract was terminated in 2012. In 2013 there was a new attempt to continue the work, however in 2015 there was a new strike interrupting the progress of the work. In June last year, the State Government and the Consortium responsible for construction signed an agreement to resume and complete the work. They are expected to last 30 months from June 2023.
