Councilor accused of attacking and pulling a woman’s neck in a bar is removed from office in Roraima | Roraima

The councilor of Caracaraí, Valdemar Ferreira Lima Neto (PSD), known as “Pé no Chão”, aged 51, was removed from office for 90 days this Monday (1st). His dismissal comes after he was accused by a 27-year-old woman of having punched her and pulled her neck in a bar in the city.

Of the municipality’s 11 councilors, seven voted in favor of Valdemar’s removal due to breach of parliamentary decorum (see list below). The parliamentarians who voted were the same ones who filed the request for removal with the City Council. Valdemar was not arrested.

The session in which the removal was voted on was chaired by the 2nd secretary of the board of directors, councilor Santos Júnior (PDT). This is because, according to him, the president of the House Jailson Fernandes (MDB) and first secretary Irapuã Albertino (Patriotas) were absent from the vote. g1 tries to contact those mentioned.

“According to the Internal Regulations, the person who assumes all the responsibilities of the first Secretary is the second secretary. So, I took over the work to put it to a vote and the chamber was full. The councilors remained in the Chamber and we continued the work, we opened the discussion”, justified Santos Júnior.

The session was paralyzed by the president, as he refused to include the request for removal on the agenda, according to Júnior. Afterwards, Jailson asked for the sound system to be turned off.

The document requesting removal mentions that this is not the first time that the councilor attacked the victim, according to her report to the Civil Police. A protective measure was requested and the Court granted it. She had a romantic relationship with Valdemar.

Furthermore, the request mentions that he “boasts about his position as councilor to ensure impunity.” When the woman was attended to by the Civil Police, she said that she was attacked on other occasions by the councilman, but had never reported it because the suspect threatened her saying that nothing would come of it, as he “would put on his suit and call the lawyers, because she was nobody.”

“The position of councilor has never been and will never be a subterfuge to commit any type of crime, nor aggression against women, and, most seriously, it is public that this same councilor has already committed identical acts in the past”, the document cites. In 2015, he also attacked a woman and was arrested.

Councilors Santos Júnior, Prof. Kelly (Republicans), Ismael Belô (Avante), Samuel da Farmácia (PP), Victor da Vip Celular (Solidariedade), Francisco Teixeira and Junior Paraiba (MDB). In the same session, substitute Raildo Araújo (PSD) took over the position.

The woman was attacked last Friday (22) and part of the attack was recorded on video by a witness who was at the bar. The images captured the councilor pulling the victim by the neck and trying to drag her from the chair, while people say: “my God, again?” and “to Valdemar, leave her”.

At one point, the two fell to the ground, the councilor forced the victim’s head and pulled her hair. The aggression only stopped when a man arrived and grabbed him from behind. In the video, the victim said in tears that “he’s been hitting me for hours.” The councilor was placed in a truck and left the scene.

In a statement to the Civil Police, this Friday’s victim said that that night she and the councilor were at the bar when he had a jealous attack and attacked her by punching her in the mouth and body. She ran, he entered the bar and left. Minutes later he returned ordering her to leave and attacked her again, at which point a witness began filming.

At the police station, the deputy on duty sent the victim to undergo a medical examination and it was confirmed that she had injuries to her jaw, neck and knee.

Now, the councilor is prohibited from approaching the victim, his family and witnesses to the attacks. Valdemar Ferreira is in his third term as councilor.
