The MelhorPlano.net 2024 Award is published annually on the MelhorPlano.net and Minha Conexão websites. In the sixth edition of the award, the states and capitals with the best broadband performance in 2023 were revealed in an unprecedented way, in addition to highlighting the best internet providers in Brazil in the period. The award showed that Mato Grosso do Sul was the state with the worst broadband performance of the year among the states in the Central-West region with an average download speed of 144.57 Mbps. In Brazil, the average speed in the same period was 173 Mbps.

Furthermore, Campo Grande was classified as the capital with the second worst performance in fixed internet among the metropolises in the region, with an average speed of 169.95 Mbps. Goiânia took first place on the list with an average connection of 225.60 Mbps, followed by Cuiabá (178.58 Mbps). Brasília (164.12 Mbps) occupied last place. Despite the lower rates compared to other locations in the Central-West, the average speeds recorded in MS and Campo Grande are considered to be of good quality for browsing online, watching high-quality videos and playing online games.

The award named DigitalNet as the best internet in Mato Grosso do Sul. For the second time in a row, the regional was champion in the Best Speed ​​and Best Internet Gamer categories at state level in MS. The Best Mobile Internet category went, for the first time, to TIM. Mato Grosso do Sul did not record winners for the Best Satisfaction and Best Provider categories this year. In total, the MelhorPlano.net 2024 Award nominated winning providers in 64 municipalities in MS.

Methodology

The MelhorPlano.net 2024 Award is the largest and most relevant award from Telecom in Brazil, considering the database behind its basis. In speed tests alone, it had 4 times more data than other Telecom awards.

For this edition, the study included 13,219,570 internet speed tests (considering download, upload and latency speeds) registered on the Minha Conexão platform from January 1, 2023 to December 31, 2023 in Brazil. 386,221 satisfaction evaluations collected in two stages were also considered: the first, during the year 2023 on the Minha Conexão website after users tested their internet speed; the second, in the award’s popular evaluation campaign, which took place between December 22, 2023 and February 23, 2024 on the MelhorPlano.net website.

The novelty of this edition is that the MelhorPlano.net Award had an advisory committee of experts in Telecom and Technology to evaluate the clarity, impartiality and transparency of the award methodology. The participating consultants were: Andrey Ribeiro Perez Nunes, regulatory specialist at Anatel; Jony Cruz, vice president of Abramulti; Katarina Bandeira, journalist specializing in Technology at Tecnoblog; Marcio Lino, Telecom consultant specialist; Sérgio Vinícius, journalist and editor at the 33Giga website; and Yolanda Oliveira, Telecommunications support analyst at Globo.

To participate in the MelhorPlano.net Award at municipal or state level, each provider must have at least 30 speed tests carried out throughout 2023 and at least 3% of the sample of tests in the evaluated region. To define the national winners, more than 250 speed tests and 3% of Brazil’s test sample were required.

Furthermore, to be considered eligible at national or state level, providers were required to have a market share greater than 3% in Brazil or in the state in which they competed, according to Anatel. Municipalities and providers that did not meet the basic criteria and requirements for participation, as established by the MelhorPlano.net Award methodology, were not included in the 2024 edition, even if they had already been awarded in previous years.

With regard to regions, each city needed at least 30 speed tests computed throughout 2023 to participate in the award. Such measures were established to generate statistical significance for the research.

The MelhorPlano.net team generated algorithms to detect artificial behavior and eliminate possible fraud attempts by robots. Next, a manual audit was carried out to check the results in all regions in each of the five award categories.
