In the first months after the murder of Marielle Franco and Anderson Gomes, militiaman Orlando Oliveira de Araújo, known as Orlando Curicica, was the main suspect of being the mastermind behind the councilor’s execution. With the focus on him, Curicica decided to share everything he knew about the criminal underworld in Rio and accused police chief Rivaldo Barbosa of receiving bribes to sabotage investigations. Most of the statements were used in the report produced by the PF to arrest those responsible for the crime last Sunday. In the document, other police officers suspected of being part of the corruption network at the Homicide Police Station, which had already been identified by the militia member five years ago, also appeared. As a result, the Civil Police initiated an investigation by the agency’s Internal Affairs Department to investigate the conduct of the agents mentioned in the report and stated that the militia member himself will be heard in the investigation.

Regarding statements made by him in 2018, the Civil Police stated that Curicica “is the leader of a militia and was arrested by the Homicide Police Station for a crime of this nature” and that, for this reason, he “has every interest in disqualifying the unit’s work.” They also state that “the statement, by itself, has little or no credit if it has no other evidence to corroborate the claims.”

The agency also stated that an investigation was opened last Sunday by the General Inspectorate (CGPOL) to investigate the conduct of the three police officers cited by the PF in the investigation of the Marielle case. They are: the delegate and former head of the Civil Police Rivaldo Barbosa, the delegate Giniton Lages and the commissioner Marcos Antônio de Barros, Marquinhos from DH. “In fact, the militiaman himself will be interviewed by the CGPOL”, says an excerpt from the note.

Barbosa was arrested on suspicion of being one of the masterminds behind the execution and obstructing the investigation into the case. According to investigations, it was Rivaldo who gave the approval to the counselor of the State Court of Auditors (TCE), Domingos Brazão, appointed as the mastermind of the crime, according to the statement of Ronnie Lessa, Marielle’s confessed killer, that the crime would go unpunished.

Lages was head of DH during the first months of the crime investigation. He was appointed by Barbosa and, according to the PF investigation, he was responsible for diverting the investigation of the crime from the true masterminds. Marquinhos from DH would have worked with Lages to obstruct the investigations.

Militiaman pointed out corruption in DH in 2018

In a statement given in 2018, as part of the MP’s Criminal Investigative Procedure (PIC), Orlando Curicica said that corruption in the Homicide Division intensified from 2015, when Rivaldo Barbosa took over as director of the Homicide Division.

“He started to head the three DHs. It’s like a Civil Police within the Civil Police. It was much easier for you to extort. What does the misdemeanor do? It plays games and it kills. And what’s more serious? You catch the guy sitting there and writing a game or do you have to accuse the guy of murder? (…) Misdemeanors have never stopped killing. They still kill to this day. The difference is that today they are not investigated”, said the militiaman.

Curicica told prosecutors that Barbosa received bribes to avoid elucidating murders committed by the mafia that controls illegal gambling in Rio and said that he even sold a car to pay R$18,000 to the police chief and get rid of an accusation of illegal possession of a weapon. .
