Henrique César de Oliveira Ferreira, former advisor to a deputy of the Rio Assembly, is being denounced by six women for crimes such as assault, false imprisonment and attempted feminicide.

Two of the women were interviewed by RJ2. One of them told the police that she was kept in private prison by him, in Nilópolis, in Baixada Fluminense.

The other woman says that the attacks began when she discovered that he had parallel relationships.

“I sat down with him and talked. I told him that it wasn’t for me. That’s when he started attacking me. He started saying he was going to stay with me, yes. That I wouldn’t have peace if I let go of him. And that he was capable of doing things he couldn’t even imagine. Then it started. That’s where he started punching him in the ribs, slapping him,” he says.

“I was afraid because I have a small son. I always had a welcoming family but who would keep my son? No one can take away a mother’s love. And then I was afraid of what he could do to me, and I would have to let him my son,” he added.

The attacks on these two victims occurred three years apart, according to the complaints. The most recent attack attributed to Henrique was last week.

She was the one who said that the attacker kept her in private prison.

“We left a place we frequented in Nilópolis. There was no fight, there was no argument. He just wanted me to sleep at his house, I said no, that I had to go home, that I had to work and my daughter had to study. He took me to his house, against my will, and the torture began there. He locked the door of his house, took me to his room, asphyxiated me several times. And the last time He stayed for a long time and he only let me go when I passed out”, he recalls.

Support for this woman came from her mother who decided to expose the man who tried to kill her daughter on a social network. Another woman who says she was a victim of the same attacker came forward and they met. “I had marks on my face, his handprint was on my face,” recalled the second woman.

What eventually emerged was a series of assault cases, all attributed to the same man. The first record was in 2021. Since then, there are at least six police recordsprotective measures, forensic examinations that proved the attacks and even so, no investigation went ahead.

Another common point between these two victims was the way they were received at the police station. “They said it was bodily injury, even though I reported everything that happened,” said one victim.

“I said he was at my house. The police chief wanted me to go back to my house, where he was, and there he called a police car and the police car would do an RO and from there I would be taken to the police station”, recalled another .

“What we want to do now is change what was done at the police headquarters, which they attributed to the crime of bodily harm, when in fact it was an attempted femicide, so that we can continue with the process, with all the victims We are trying to unify the process, because there are several occurrence records, which are not interconnected and thus fall into oblivion”, says lawyer Bruna Teixeira.

The cases will be monitored by the Women’s Rights Council, which questions the way women were treated at the police stations.

Even with all the cases registered, Henrique was director of harmony at Beija-Flor de Nilópolis and was removed last week, as soon as the school became aware of the attacks.

He was also denounced in the Legislative Assembly, where he was a parliamentary advisor to deputy Rafael Nobre, from União Brasil, between February and May 2023.

“I’m terrified of him. I no longer go to places where I think he might be,” says one of the victims. “I want him arrested,” says another.

Henrique César de Oliveira denied the allegations and said he was at the disposal of the police.

State deputy Rafael Nobre reported that he has no knowledge of the former advisor’s private life since he left office.

The Civil Police says that complaints that victims were not treated well at the police station are not compatible with the guidance that agents receive and said that facts of this nature should be forwarded to the corporation’s ombudsman.
