Representatives of cooperatives in the field of Work, Goods and Services and Family Farming were at the Legislative Assembly of the State of Acre (Aleac) this Tuesday, 26th, to ask for support from parliamentarians so that they can continue executing service provision contracts with to public bodies and institutions. The cooperative directors were received by the president of the House, deputy Luiz Gonzaga, by the vice-president, deputy Pedro Longo, who is also president of the Parliamentary Front to Support Cooperatives (Frencoop), and deputy Edvaldo Magalhães, the advisor of Court of Auditors of the State of Acre, Ronald Polanco Ribeiro, the president of the OCB System, Valdemiro Rocha and the Legal advisor of Sescoop Acre, Érick Venâncio.

On that occasion, those present reported on the situation to parliamentarians regarding the process being processed by the Public Ministry of Labor, guiding the termination of existing contracts between work cooperatives that provide services to public bodies, alleging illegalities.

“Work cooperatives operate within the law, there is state and federal law that supports this service provision, we understand that what is happening is purely persecution, motivated by the pressure and interests of outsourced companies. Cooperparquet alone, which has been providing services for over 14 years to bodies such as the Court of Auditors, Acre Previdência and other State departments, is about to have 80 fathers and mothers from families penalized for a mistaken understanding of the MPT. What we are looking for here at Aleac is support from deputies so that this does not happen, as they are even trying to prevent cooperatives from participating in public tenders, which is absurd!”, said the president of the OCB System in Acre, Valdemiro Rocha .

After listening carefully, the president of Aleac, Luiz Gonzaga, expressed support for the cooperatives’ demands and said that parliamentarians will strive to mediate and help resolve the situation of these workers. “I am part of this Parliamentary Cooperative Support Front (Frencoop) and I want to tell you that whatever we can do to help cooperatives continue carrying out their work and providing services within the law, we will do. We will look for alternatives through dialogue with the State Attorney General’s Office and the Public Ministry of Labor, a path that can guarantee that these fathers and mothers are not harmed,” he said.

Present at the meeting, the advisor to the Court of Auditors of the State of Acre, Ronald Polanco Ribeiro, defended the work of work cooperatives and highlighted the importance of strengthening this development model in the country. “Cooperativism is a model of economic development that needs to be strengthened, as it generates jobs and creates conditions for people to live better, I am a defender of cooperativism. In relation to the work of work cooperatives providing services in public bodies, I attest to the quality of the service performed at the TCE, in addition, there is support in state and federal law, all that is needed is political will for this activity to be successful”, emphasized the counselor .

Laws

The laws that support the participation of cooperatives in tenders are: State Law n.1598/2004, which regulates the state policy to support cooperatives; Federal Law n.12690/2012, which regulates work cooperatives; and the new Bidding Law, which prohibits the exclusion of cooperatives from public bidding and contracting.
