The Ministry of Development and Social Assistance, Family and Fight Against Hunger (MDS) extended, until December 31, 2024, the deadline for states, the Federal District and municipalities to use remaining resources from transfers from the National Social Assistance Fund (FNAS) to actions to combat the Covid-19 pandemic in the area of ​​Social Assistance. The measure, published in MDS Ordinance No. 973, guarantees the reprogramming of remaining financial balances from previous years to fund social assistance services under Basic Social Protection and Special Social Protection.

The amounts, originally scheduled to be used until December 31, 2023, based on constitutional amendment 132/2023, may be reprogrammed to also cover the acquisition of vehicles, equipment and permanent materials necessary for the execution of social assistance offers.

The substitute minister of Development and Social Assistance, Family and Combating Hunger and National Secretary of Social Assistance, André Quintão, states that the ordinance aims to guarantee the application of resources stopped to meet the new demands of the municipalities. “There are around R$86 million parked that can now enter the Unified Social Assistance System (SUAS) to expand teams, carry out active searches and improve the quality of social assistance services”, explains Quintão.

The text of the ordinance also establishes that the Social Assistance Councils of each federative entity will be responsible for assessing and monitoring the execution of actions, results and accountability for reprogrammed resources.

Accounting for resources must be carried out in accordance with the provisions of MDS Ordinance No. 113, of 2015, or supervening standard. Resources that are not used by December 31, 2024 must be returned to FNAS.
