Number of people away from home reaches 395 thousand in RS; Porto Alegre has a day without rain, and the south of the state suffers after Lagoa dos Patos overflows | Rio Grande do Sul

In the 12 pm bulletin, there was a count of 232.6 thousand people outside their homes. At 6pm, the number rose to the current 395.6 thousand; being 68,519 people in shelters It is 327,105 homelessthat is, people who are staying with friends and relatives.

Earlier, the state had 374 injured people. In the last update, the number went to 754. The state still records 134 missing.

These increases occurred because municipalities are regaining access to notification systems and, with that, are managing to enter human damage data as a result of the tragedy, explains Civil Defense.

There are 431 of its 497 municipalities with some report of a problem related to the storm, with 1.7 million people affected.

Cold front and new rains worry Rio Grande do Sul; death toll reaches 107

The lake is almost 1 meter above the normal level this Thursday morning (9), according to the city halls of Rio Grande and Pelotas. In Pelotas, around 100,000 people live in areas at risk for flooding and are receiving help from the Army to leave their homes.

In Rio Grande, 1,500 have already left their homes. Three shelters were made available by the public authorities and another six are in preparation. The São Gonçalo canal, which bathes the city, also rose and, to prevent the water from advancing over the houses, containment dikes are being built.

In São José do Norte, the city hall recommended that anyone living on the edge of Lagoa dos Patos, which is the majority of the population, leave their homes due to the risk of flooding.

Level of Lagoa dos Patos worries residents of Pelotas

The National Institute of Meteorology (Inmet) states that, this Friday (10), RS will be hit again by heavy rains. Volumes can exceed 100 millimeters. According to the forecast, the winds will change direction and will blow predominantly from the south, making it difficult for the waters of Guaíba and Lagoa dos Patos to flow.

The most affected regions should be the Northern and Eastern Half of the state.

“It has to be very clear that these regions here will really be, once again, the most impacted. So, the condition is quite critical, not only for the issue of rivers”, says meteorologist Cátia Valente, from the RS Situation Room .

  • Friday (10): rains spread across the state, being more intense in the Center, North, Northeast, Valleys, Metropolitan Region and North Coast (volumes of up to 120 millimeters); southerly winds and rough seas
  • Saturday (11): rainfall remains strong and persistent between 40 and 90 millimeters, in the same regions; winds remain in the southern quadrant and rough seas.
  • Sunday (12): rainfall remains intense with volumes between 80 and 140 millimeters; southeast/east winds and rough seas
  • Monday (13): locally heavy rains persist in these regions

To be removed from the site, the animal was sedated, laid down and placed in a boat (understand more details of the rescue here). It was after 12pm when the animal arrived on dry land. The boat was removed from the water, with the horse still inside, and placed on a truck.

Guaíba drops to lowest level since Saturday…

Even with the reduction, Guaíba remains more than 2 meters above the flood level (3 meters). Despite this, the water that was advancing on the streets of the capital appears to be stable and even receding in some regions, according to residents who have been monitoring the level of flooding where they live.

…but there is a possibility of ‘repeating’

“If the rains are not confirmed, a gradual reduction trend will remain above 4 meters for more than a week”, says the IPH statement.

The tributaries of the Guaíba now show a slow reduction in their levels (in the case of the Jacuí, Sinos and Gravataí rivers) or moderate (in the case of the Taquari). However, they should fill up again with the forecast of rain between Saturday (11) and Sunday (12), explains Pedro Camargo, hydrologist at the Situation Room of the RS government.

“With these rains, we tend to go back above 5 meters. Probably, at thresholds, which we have already reached between 5 meters and 5.30 meters”, says Camargo.

Government anticipates Bolsa Família

The list of actions also includes the credit facilitation for families, companies and small farmers of State. According to the economic team’s forecast, they should have an impact of R$7.69 billion on the federal government’s coffers.

R$19 billion in reconstruction

The plan foresees four pillars of action: response, assistance, reestablishment, and reconstructionwith an estimated value of R$18.8 billion (see details here). Leite did not say whether she has already received part of the resources, nor where the money will come from.

Porto Alegre city hall announced, for Friday (10), the demolition of a pedestrian walkway that passes over Rua da Conceição, one of the main ones in the Historic Center. The crossing is between the Bus Station and Avenida Júlio de Castilhos.

The structure measures 4.2 meters tall It is prevents the passage of trucks and large vehicles. With this, it will be possible to connect the central region to Avenida Castelo Branco and BR-290, the Freeway, facilitating access to help in more regions of the state.
