The governor of Tocantins, Wanderlei Barbosa, signed, this Wednesday, the 8th, a decree that aims to facilitate and speed up the process of supporting flood victims in Rio Grande do Sul. The Decree waives the issuance of a fiscal document in the operation and provision of transport services relating to shipments of goods donated to the state of Rio Grande do Sul.

“We are implementing an essential measure to speed up support for victims of the rains that have occurred in Rio Grande do Sul in recent days. This involves the exemption from issuing tax documents for donations of goods destined for affected areas. Our goal is to facilitate the assistance and reconstruction process. We are alongside our brothers from Rio Grande do Sul in this difficult time”highlighted the Governor.

Decree

Decree No. 6,787, of May 8, 2024, amends some articles of the Tax Regulation on Operations Relating to the Circulation of Goods and on the Provision of Interstate and Intermunicipal Transport and Communication Services (RICMS) of Tocantins, determining the exemption from issuance of fiscal document in operations and provision of transport services related to the shipment of goods collected from third parties, donated to assist victims of public calamity, resulting from floods, storms and floods in the State of Rio Grande do Sul in May 2024.

The change also included the requirement that these shipments be accompanied by a declaration of content. Furthermore, the destination of the goods must be the State of Rio Grande do Sul, Civil Defense and municipalities in Rio Grande do Sul, as well as non-profit charitable entities domiciled in the same state.

According to the Secretary of Finance, Júlio Edstron, the measure is in accordance with adjustments published by the National Council for Financial Policy (Confaz) on the subject. “In the face of the greatest tragedy in Rio Grande do Sul, Brazil came together, organized itself, including through the Finance Departments so that donations from both individuals and legal entities reach the recipient as quickly as possible safely and securely”, observed the secretary.
