Tragedy in RS: Judiciary starts task force to issue documents to victims

“Rio Grande do Sul is currently experiencing a post-war scenario. In this sense, the Judiciary can restore hope and citizenship to these people, starting with document regularization.” The words of Gaucho judge Felipe Lumertz, from the General Inspectorate of Justice of Rio Grande do Sul (CGJ/RS) summarize the feeling of everyone involved in the emergency action, which began on Tuesday (7/5) in shelters in the Metropolitan Region from Porto Alegre. They are judges, judges, registrars, public defenders, State employees and volunteers mobilized to ensure the identification of people who lost original documents. The initiative is coordinated by the National Justice Inspectorate, in partnership with CGJ/RS, Ministry of Human Rights and Citizenship (MDHC), associations of extrajudicial notary offices in Rio Grande do Sul (Arpen and Anoreg), the Social Plan Management Committee – Civil Registry of Birth and Basic Documentation and, finally, the Federal Police, which is committed to serving the foreign refugee population.

On Tuesday (7) and Wednesday (8/5), the shelters located at the Military Brigade Gymnasium were visited; at the Association of Parents and Teachers at Colégio Marista Rosário (Apamecor); at the Pontifical Catholic University of Rio Grande do Sul (PUC-RS); and at the Porto Alegre Gymnastics Society (Sogipa), all in Porto Alegre. The Judiciary’s mission is to designate agents to collect data and assist those who need documentation in filling out a form, which will later be sent to the civil registry offices for the issuance of 2nd copies of identity cards, CPFs and certificates birth and marriage records.

In the first two days of the mobilization, which included the work of more than 40 volunteers, more than 500 people have already been helped in the four shelters visited.

According to judge Felipe Lumertz, born and raised in Rio Grande do Sul, the consequences of the climate disaster are incalculable and everyone is appalled. “We went to the shelters and what we saw were looks of helplessness and sadness. People who lost family members, their property, their pets. We also saw children who have already suffered two years with a pandemic and today find themselves once again interrupted from normal social interaction, far from their homes, far from their lives. But these people cannot lose hope,” he said.

The judge reinforced the role of the State in showing the path to a new beginning. “We are here arm in arm to contribute to the reconstruction of the identity of the people of Rio Grande do Sul, starting with document regularization. It is a joint task of the Internal Affairs Department, the National Council of Justice and the Civil Registry. We will rescue the identity of our people. I believe that Rio Grande do Sul will not succumb to this scenario”, says Lumertz.

Searches

Judge Liniane Maria da Silva is acting as a volunteer in the emergency action and reported the population’s feeling of anguish. “There are hundreds of people worried about their family members, as they are unable to contact them, they don’t even know if the place where their relatives live was affected. Some have lost their cell phone and do not have contacts to call or send messages. In these cases, our team wrote down the data on the files so that searches can begin,” she commented.

For judge Juliana Cardoso, acting as a volunteer has been much more than a jurisdictional task. “We have spoken individually with citizens explaining the importance of issuing documents to access a benefit. But not only that. We are there to listen to people, give a word of comfort. I heard words of hope from sheltered people who lost their homes, lost everything, are sleeping on a mattress, and still have faith in better days. I will cherish this experience forever,” she said.

Between the 27th and 31st of May, the broader action, “Restarting is necessary!”, will be carried out with the aim of providing basic documentation to the entire population of the state of Rio Grande do Sul affected by the climate disaster.
