Congress approves budget reshuffling to help Rio Grande do Sul

The National Congress approved this Thursday (9), in a joint session of federal deputies and senators, the project that facilitates the relocation, in the 2024 Budget, of parliamentary amendments for protection and civil defense actions in Rio Grande do Sul.

Another approved proposal allows the government to execute with priority resources from parliamentary amendments for cities in situations of public calamity, being able to serve municipalities in Rio Grande do Sul.

The projects were approved by the Mixed Budget Committee this Wednesday (8), where parliamentarians changed the text sent by the Executive to include health and social assistance actions.

According to the project, the opening of additional credits for actions is authorized even if there are no technical impediments to the execution of the originally scheduled expenditure. To this end, parliamentarians will also be able to make partial changes to their amendments. The flexibility will also achieve credits for the Growth Acceleration Program (PAC).

The change in the 2024 Budget Guidelines Law, approved by the collegiate, allows the government to execute with priority the resources of parliamentary amendments to the 2024 Budget for cities in situations of public calamity or public health emergency.

In this case, the amendments are individual ones in the “special transfer” modality, which are sent directly to the city halls without the need for agreements.

Other changes to the budget law requested by the government will be analyzed at another time.
