Commission of delegates evaluates changes in homicide investigation in MS

Less than 30 days after the adoption of measures changing the flow of homicide investigations in Campo Grande, the new management of the PCMS (Civil Police of Mato Grosso do Sul) installed a commission to assess the need for changes to the rules.

The group is made up of three special class delegates, with no specified deadline for the end of the work.

However, there is a recommendation from the MPMS (Public Ministry of Mato Grosso do Sul), also issued less than a month ago, establishing 60 days to adapt to a series of guidelines. This break expires on June 8th.

Signed by prosecutors from Gacep (Special Action Group for External Control of Police Activity) and Nojuri, made up of prosecutors working in the jury court, the document calls for the concentration of murder cases, completed or attempted, in the Homicide Police Station. Another request was the adoption of measures to guarantee the standardization of the conduct of investigations, aiming to improve the evidence collected at crime scenes.

Last month, when the recommendation was published, the then general delegate, Roberto Gurgel de Oliveira Filho, signed the following day, April 9, an ordinance determining concentration at the DHPP (Department for the Repression of Crimes of Homicide and Protection of Persons) of homicide cases without defined perpetrator. Typically, these are the most complex cases, with characteristics of a pistol-whipping crime and the actions of criminal organizations.

The incidents with a defined perpetrator continued with the area police stations.

No measures to reinforce the structure were announced for the specialized unit, whose team consists of two delegates and eight police officers.

Gurgel only lasted a few more days in office and was replaced by Lupersio Degerone Lucio. When asked about the change in the investigation of murders in the capital, the new head of the corporation said that it would be maintained for the time being. According to him, the results would still be evaluated.

On May 3, dated April 30, the creation of an ordinary commission “to study propositions, measures and standardization of formal procedures in investigations into intentional crimes against life” was published.

The final report will be proposed by the Civil Police Superior Council, responsible for definitions in the Corporation. When creating the commission, the recommendation of the prosecutors is cited.

DHPP included in the commission

Although it has not yet met, the commission has already undergone changes in composition. Initially, delegates Ivan Barreira, director of specialized police, Edilson dos Santos Silva, director of police for the Capital, and Jairo Carlos Mendes, director of police for the interior, were appointed.

In a publication this Wednesday (May 8), the name of Edilson dos Santos was changed to that of delegate Carlos Delano, head of the DHPP.

In practice, this is the first time that the unit has been officially consulted on the matter. The previous changes were made without planning with the Police Station, which in addition to homicide cases, takes care of all disappearances in Campo Grande and the investigation of deaths caused by civil police officers during their work.

The commission’s president, Ivan Barreira, informed Primeira Página that the intention is for the commission to present the proposal to the Superior Council at the next meeting, scheduled for the beginning of June.
